Representative Jim Knoblach, Chair, called the twenty-eighth meeting to order at 2:47 p.m. on Tuesday, May 17, 2005 in Room 200 of the State Office Building.

The Clerk noted the roll.

Representative Knoblach called the meeting to order at 2:47 pm. A quorum was present.

Representative Hamilton moved that the minutes of May 12, 2005 be adopted. THE MOTION PREVAILED.

Representative Bradley moved that HF2448 be recommended to pass.

Representative Bradley testified on HF2448.

Representative Bradley renewed his motion that HF2448 be recommended to pass. THE MOTION PREVAILED.

Representative Abrams moved that HF2498, first engrossment, be recommended to pass.

Representative Abrams moved the H2498A9 amendment. THE AMENDMENT WAS ADOPTED.

Representative Abrams and Wendy Underwood, Legislative Liaison, City of St. Paul, testified on HF2498, first engrossment.

Representative Ozment moved the H2498A8 amendment. THE AMENDMENT WAS NOT ADOPTED.

Representative Abrams moved that HF2498, first engrossment, as amended, be recommended to pass. THE MOTION PREVAILED.

Representative Knoblach moved that SF2160 be recommended to pass.

Representative Bruce Anderson and Craig Lindeke, House Research, testified on SF2160.

Representative Knoblach renewed his motion that SF2160 be recommended to pass. THE MOTION PREVAILED.

Representative Buesgens moved that HF1801, second engrossment, be recommended to pass.

Representative Hackbarth testified on HF1801, second engrossment.

Representative Knoblach moved the A05-0919 amendment

Representative Knobalch moved to orally amend the A05-0919 amendment by: P., 4, delete, L., 27 & 28, insert, P., 37, delete lines 28 to 36, P. 38, delete, L. 1 to 30. THE ORAL AMENDMENT WAS INCORPORATED.

Representative Knoblach moved that the A05-0919, as incorporated, be adopted. THE AMENDMENT WAS ADOPTED.

Representative Hamilton moved the A05-0800 amendment. THE AMENDMENT WAS ADOPTED.

Representative Buesgens moved that HF1801, second engrossment, as amended, be recommended to pass. THE MOTION PREVAILED.

Representative Smith moved that HF1321, second engrossment, be recommended to pass.

Representative Smith, Jodie Metcalf, Child Support Magistrate, MN State Court Administration, Judy Rahak, Legal Counsel, MN State Court Administration, Melinda Hugdahl, Staff Attorney, MN Department of Human Services, and Gary Karger, House Fiscal Staff, testified on HF1801, second engrossment.

Representative Smith moved the H1321A7 amendment. THE AMENDMENT WAS ADOPTED.

Representative Smith moved the H1321A9 amendment. THE AMENDMENT WAS ADOPTED.

Representative Smith moved the H1321A10 amendment. THE AMENDMENT WAS ADOPTED.

Representative Smith moved to orally amend HF1321A10 amendment, by: P. 2, delete, L.15, L. 16, change, 2006 to 2005, P. 183, L.24, delete, this is a one time appropriation, L. 26, change 2006 to 2005, L. 24, delete, this is a, L., 25, delete, onetime appropriation. THE ORAL AMENDMENT WAS INCORPORATED.

Representative Smith moved that HF1321, second engrossment, as amended, be recommended to pass. THE MOTION PREVAILED.

Representative Solberg moved that HF145 be recommended to pass.

Representative Solberg moved that the language from SF2 be substituted into HF145. THE MOTION PREVAILED.

Representative Solberg, David Bishop, Former State Representative, District 30B, Jay Kiedrowski, Senior Fellow, HHH Institute, University of Minnesota, Paul Anton, and Charlie Bieleck, Director of Budget Planning, MN Department of Finance testified on HF145.

Representative Solberg moved to orally amend HF145 by P. 2, L.19, delete, for each forecasted program. THE ORAL AMENDMENT WAS ADOPTED.

Representative Solberg moved that HF145 be laid over. THE MOTION PREVAILED.

The meeting was adjourned at 4:57 pm.
