Representative Ron Abrams called the twentieth-third meeting at 7:07 p.m. on Monday, May 2, 2005 in Room 200 of the State Office Building.

Representative Abrams called the meeting to order at 8:32 pm. A quorum was present.

Representative Erhardt moved that the minutes of April 27, 2005 be approved. THE MOTION PREVAILED.

HF1420 (Ozment) Omnibus agriculture finance bill appropriating money for agricultural purposes; establishing and modifying certain programs; and providing regulation, accounts, assessments, and fees.

Representative Ozment moved that HF1420, third engrossment, be recommended to pass.

Representative Gunther, Jim Reinhold, House Fiscal Analyst, Greg Buzicki, Director of Egroaomy and Plant Production, MN Department of Agriculture, and Jim Boerboom, Deputy Commissioner, MN Department of Agriculture testified on HF1420, the third engrossment.

Representative Ozment moved the H1420A33 amendment. THE AMENDMENT WAS ADOPTED.

Representative Hamilton moved the H1420A42 amendment. THE AMENDMENT WAS ADOPTED.

Representative Ozment moved the H1420A40 amendment. THE AMENDMENT WAS ADOPTED.



Representative Ozment moved that HF1420, third engrossment, as amended, be adopted. THE
MOTION PREVAILED.

HF872 (Sykora) Omnibus education finance bill providing for early childhood, adult, family, and kindergarten through grade 12 education including general education, special programs, facilities and technology, and other funding; and appropriating money.

Representative Sykora moved that HF872, the second engrossment, be recommended to pass.

Representative Sykora, Greg Crowe, House Fiscal Staff, and Tim Strom, House Research, testified on HF872, the second engrossment.

Representative Sykora moved the H872A63 amendment. THE AMENDMENT WAS ADOPTED.

Representative Sykora moved the H872A104 amendment. THE AMENDMENT WAS LAID OVER.

Representative Sykora moved the H872A102 amendment. THE AMENDMENT WAS ADOPTED.

Representative Buesgens moved the H872A75 amendment. THE AMENDMENT WAS ADOPTED.

Representative Hamilton moved the H872A61 amendment. THE AMENDMENT WAS ADOPTED.

Representative Dempsey moved the H872A71 amendment. THE AMENDMENT WAS ADOPTED.

Representative Buesgens moved the H872A80 amendment,

Representative Buesgens moved to orally amend the H872A80 amendment by: L. 11, Delete consistent and add, in compliance. THE ORAL AMENDMENT WAS INCORPORATED.

Representative Buesgens renewed his motion that the H872A80 amendment, as amended, be adopted. THE AMENDMENT WAS ADOPTED.

Representative Bradley moved the H872A77 amendment. THE AMENDMENT WAS ADOPTED.

Representative Abeler moved the H872A107 amendment. THE AMENDMENT WAS ADOPTED.

Representative Sykora moved the H872A104 amendment.

Representative Sykora moved to amend the H872A104 amendment by a handwritten amendment labeled DESK 1. Representative Sykora moved the following oral meant to DESK 1: adjust the general educational appropriations accordingly. THE AMENDMENT WAS ADOPTED.

Representative Dorman moved to amend the H872A104 amendment with a handwritten amendment and requested a roll call vote. The results were as follows:
