MINUTES


Representative Jim Knobalch, Chair of the Ways & Means Committee, began the twentieth-first meeting at 4:08 p.m. on Tuesday, April 26, 2005 in Room 200 of the State Office Building.

The Clerk noted the roll.

Representative Knoblach began the meeting at 4:08 pm. A quorum was not present.

HF1 (Smith) Omnibus public safety finance bill appropriating money for the Courts, Public Safety, and Corrections Departments; providing other law enforcement grants; and requiring life sentences for specified sexual assault crimes.

Representative Smith moved that HF1, second engrossment, be recommended to pass.

Representative Smith, Gary Karger, House Fiscal Analyst, John Kingrey, Minnesota County Attorneys Association, and Representative Sykora, testified on HF1, second engrossment.

Representative Knoblach officially called the meeting to order. A quorum was present.

Representative Beard moved that the minutes of April 20, 2005 be approved. THE MOTION PREVAILED.

Representative Knoblach moved the H0002A76 amendment. THE AMENDMENT WAS ADOPTED.

Representative Solberg moved the H0001A78 amendment. THE AMENDMENT WAS ADOPTED.

Representative McNamara moved the H0001A65 amendment.

Representative McNamara moved to orally amend the H0002A65 amendment by: P. 1, L.3, Change, 21 to 22. (Upon advice from staff this amendment was not needed.)

Representative Dempsey assumed the gavel at 5:40 p.m.

Representative Knoblach assumed the gavel at 5:47 p.m.

Representative Dempsey assumed the gavel at 6:02 p.m.

Representative Knoblach assumed the gavel at 6:09 p.m.

Representative McNamara renewed his motion that H00001A65 amendment be recommended to pass. On a division of 15 AYES and 16 NAYS THE AMENDMENT WAS NOT ADOPTED.

Representative Seifert moved to orally amend HF1 by: P. 307, Delete, Article 18, Section 2.
On a division of 15 AYES and 11 NAYS THE MOTION PREVAILED.

Representative Smith renewed his motion that HF1, second engrossment, as amended, be recommended to pass. THE MOTION PREVAILED.

The meeting was adjourned at 6:40 p.m.
