Representative Connie Ruth, Vice Chair of the Transportation Finance Committee, called the Twenty-second meeting to order at 12:30 P.M. on Thursday April 14, 2005, in Room 10 of the State Office Building.

The Clerk noted the roll.

Representative Larson moved approval of the April 12, 2005 Transportation Finance Committee Meeting Minutes. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

HF2255 (Severson) Vehicle insurance verification sampling program discontinued pending modification, charges for violations voided, remediation provided, drivers' licenses reinstated, report required, resumption of program authorized, and money appropriated.

Representative Holberg moved HF2255 be heard and held over for possible inclusion in the Transportation Finance Omnibus Bill.

Representative Severson presented HF2255.

Representative Holberg renewed her motion that HF2255 be held over for possible inclusion in the Transportation Finance Omnibus Bill. THE MOTION PREVAILED.

HF2097 (Holberg) Motor vehicle registration tax refunds regulated, registration procedures modified, and technical and clarifying changes provided.

SF0186 (Dibble) (HF0112 Kelliher) Housing and redevelopment authorities transit facilities construction competitive bidding requirement exception.

Representative Holberg moved SF0186 be heard and held over for possible inclusion in the Transportation Finance Omnibus Bill.

Representative Holberg moved amendment S0186A2 (see attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Holberg incorporated a verbal amendment to the A05-0597 amendment (see attached):

HF1896 (Westrom) Recreational vehicle combinations redefined to include certain combinations hauling horse trailers and related vehicles, maximum gross weights increased on noninterstate highways, and permits required.

Representative Holberg moved HF1896 be heard and held over for possible inclusion in the Transportation Finance Omnibus Bill.

Representative Magnus moved the H1896A3 amendment (see attached).

Representative Westrom incorporated the following verbal amendment to the H1896A3 amendment:

Line 15, delete everything after "brakes"

Line 16, delete "the vehicle;"

Line 15, after "brakes" insert "as required by law"

Representative Magnus renewed his motion that amendment H1896A3, as amended, be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Holberg moved HF1568 be heard and held over for possible inclusion in the Transportation Finance Omnibus Bill.

Representative Holberg moved the H2076DE2 amendment (see attached). THE MOTION FAILED. THE AMENDMENT WAS NOT ADOPTED.

HF1818 (Olson) Transportation providers not receiving subsidies exempted from various taxes, transit bus restriction on use of freeway and expressway shoulders eliminated, and Metropolitan Council required to allow transit providers to use its bus stops.

Representative Holberg moved HF1818 be passed and re-referred to the Committee on Taxes.

HF2241 (Lieder) Transportation, Metropolitan Council, and public safety activities funding provided, trunk highway bonds issued, vehicle registration tax and fee provisions modified, money appropriated, and constitutional amendment proposed.

Representative Lieder moved HF2241 be heard and held over for possible inclusion in the Transportation Finance Omnibus Bill.

Representative Lieder renewed his motion that HF2241 be held over for possible inclusion in the Transportation Finance Omnibus Bill. THE MOTION PREVAILED.

HF0859 (Holberg) Dakota County Regional Railroad Authority development of bus rapid transit in Cedar Avenue transitway corridor authorized.

Representative Holberg moved HF0859 be heard by the Transportation Finance Committee.
