MINUTES


Representative Mark Olson, Chair of the Local Government Committee, called the fourteenth meeting to order at 12:34 P.M. on Wednesday, March 2, 2005, in Room 10 of the State Office Building.

The Clerk noted the roll.

A quorum was present.


HF0995 (Erhardt) Local government employee compensation limit repealed.

HF0994 (Lanning) Compensation limit for political subdivision employees modified.

PETERSON, Neil moved that HF0995 be recommended to pass and be re-referred to the Committee on Governmental Operations and Veterans Affairs Policy.

The following provided testimony on and responded to the Committee’s questions regarding HF0994 and HF995:

John Kysylyczyn (3083 Victoria St, Roseville, MN, 55113) former Mayor, City of Roseville; Bjorn Skogquist, Mayor, City of Anoka, 2015 1st Av N, Anoka, MN, 55303; Bob Zick of Inside Insight News, 2231 Penn Place #104, North St. Paul, MN, 55109; Tom Kough, former Mayor of Austin, MN and current Councilmember, City of Roseville, 2660 Civic Center Dr, Roseville, MN, 55113.
Dave Osberg, City Administrator, City of Hastings, 101 4th St E, Hastings, MN, 55033.
Paul Larson, Deputy Commissioner of Labor Relations, MN Department of Employee Relations, 200 Centennial Office Bldg, 658 Cedar St, St. Paul, MN, 55155; and, Representative Ron Erhardt.

There was no further testimony pro or con on HF 994 and HF 995.

HOSCH, Larry moved to recommend that HF0995 be amended as follows:

Page 1, line 21, after "subdivision" insert "serving a population equal to or larger than 100,000"

The Chair placed the following question before the Committee:

Shall the Committee waive Rule 6 as it applies to the Hosch Amendment?

HOSCH, Larry withdrew the amendment.

HILSTROM, Debra requested a Roll Call vote on the Main Motion.

The question re-occurred on the Peterson Motion that HF0995 be recommended to pass and be re-referred to the Committee on Governmental Operations and Veterans Affairs Policy.

At the request of the Chief Author and without objection the Lanning Motion (that HF0994 be recommended to pass and be re-referred to the Committee on State Government Finance) remained tabled.


HILSTROM, Debra moved the Minutes of February 28, 2005 be approved as prepared by the Clerk. THE MOTION PREVAILED


HF1084 (Hansen) Counties authorized to delegate duties to board of adjustment.

OLSON, Mark moved that HF1084 be recommended to pass.

The following provided testimony on and responded to the Committee’s questions regarding HF1084:

Representative Rick Hansen and Joe Harris (1431 Erickson Dr, Hastings, MN, 55033), Commissioner, Dakota County Board of Commissioners, 1590 Hwy 55, Hastings, MN 55033.

The Chair called Representative Lanning to the Chair.

The question re-occurred on the Olson Motion that HF1084 be recommended to pass. THE MOTION PREVAILED

Representative Olson resumed the Chair.


HF1093 (Hausman) St. Paul authorized to participate in the creation of and contracting with a nonprofit organization to operate the RiverCentre complex.

PAYMAR, Michael moved that HF1093 be recommended to pass and be re-referred to the Committee on Civil Law and Elections.

The following provided testimony on and responded to the Committee’s questions regarding HF1093:

Representative Alice Hausman; Joe Reid (1717 University Av W, St. Paul, MN, 55104), Acting Chair, St. Paul RiverCentre, 199 Kellogg Blvd W, St. Paul, MN, 55102; and Charles Paton (350 Market St, St. Paul, MN, 55102), Chair, St. Paul Convention and Visitors Bureau, 175 Kellogg Blvd W, Suite 502, St. Paul, MN, 55102.

There being no further testimony pro or con, the question re-occurred on the Paymar Motion that HF1093 be recommended to pass and be re-referred to the Committee on Civil Law and Elections. THE MOTION PREVAILED
