MINUTES


Representative Mark Olson, Chair of the Local Government Committee, called the seventh meeting to order at 12:31 P.M. on Wednesday, February 2, 2005, in Room 10 of the State Office Building.

The Clerk noted the roll.

OLSON, Mark moved HF0210 be recommended to pass and be re-referred to the Committee on Transportation Policy.

The following provided testimony on, and responded to the Committee’s questions regarding, HF0210:

There being no further testimony, pro or con, the question re-occurred on the Olson Motion. THE MOTION PREVAILED


GAROFALO, Pat moved the Minutes of January 31, 2005 be approved as prepared by the Clerk. THE MOTION PREVAILED

PETERSON, Neil moved HF0416 be recommended to pass and be re-referred to the Committee on Transportation Policy.

The following provided testimony on, and responded to the Committee’s questions regarding, HF0416:

Representative Dan Larson.

MARQUART, Paul moved to recommend HF0416 be amended as follows:

Without objection the Committee waived Rule 6 as it applied to the Marquart Motion to Amend.

The question re-occurred on the Marquart Motion. THE MOTION PREVAILED

HOLBERG, Mary Liz moved to recommend HF0416 be further amended as follows:

Page 1, line 13, after "3a.", insert "At the time of appointment,"
Page 1, line 14, reinstate the stricken "reside" and delete "have resided"
Page 1, line 14, after "represented", insert "and must have resided in the council district"
Page 1, line 15, after "year", insert "immediately preceding the appointment."
Page 2, line 6, after "section.", insert "At the time of appointment,"
Page 2, line 6, reinstate the stricken "reside" and delete the new language
Page 2, line 7, delete "resided"
Page 2, line 7, after "represented", insert "and must have resided in the council district"
Page 2, line 8, after "year", insert "immediately preceding the appointment."
Page 3, line 33, before "Each", insert "At the time of appointment,", reinstate the stricken language and delete the new language
Page 3, line 34, after "represented", insert "and must have been a resident of the council district"
Page 3, line 35, after "year", insert "immediately preceding the appointment."
Amend the title accordingly
Without objection the Committee waived Rule 6 as it applied to the Holberg Motion to Amend.

The question re-occurred on the Holberg Motion. THE MOTION PREVAILED.

There being no further testimony, pro or con, the question re-occurred on the Peterson Motion to recommend that HF0416 be amended, and when so amended, be recommended to pass and be re-referred to the Committee on Transportation Policy. THE MOTION PREVAILED


MARQUART, Paul moved it be the policy of this Committee that any bill having statewide policy implications on Tax Increment Financing, Local Government Aids or Local Sales Taxes be referred to this Committee before its’ second reading. THE MOTION PREVAILED.

The Chair placed HF0159 before the Committee for discussion. The following provided testimony on, and responded to the Committee’s questions regarding, HF0159:
