Representative Kathy Tingelstad, Chair of the Governmental Operations and Veterans Affairs Committee, called the twenty second meeting to order at 10:24 am on Wednesday, March 09, 2005, in Room 5 of the State Office Building.

The Clerk noted the roll.

10:24:09 AM Representative Phyllis Kahn moved the approval of the minutes of Tuesday, March 8, 2005. THE MOTION PREVAILED.

HF1109 (Smith) relating to public safety; reviving and reenacting the board of firefighting training and education.

10:25:07 AM Representative Tingelstad moved that HF1109 be passed and sent to the General Register.

HF789 (Cox) relating to waters; providing for administrative penalty orders; providing civil penalties; requiring an implementation plan; providing a rulemaking exemption; proposing coding for new law in Minnesota Statutes, chapter 103G.

10:34:13 AM Representative McNamara moved that HF789 be passed and re-referred to the Committee on Civil Law and Elections.

10:47:41 AM Representative Kahn moved to amend HF789 as follows:

Page 6, line 22 after ".", delete everything.
Page 6, delete lines 23-26 and insert, "The commissioner may use the expedited ruling making process in Minnesota Statute, section 14.389 to adopt the plan."

Amend the title as follows:

Page l, lines 4 and 5, delete "a rulemaking exemption" and insert "for expedited rulemaking"

THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

10:52:17 AM Representative Tingelstad welcomed students from Milaca High School, Milaca, MN, who were participants in the Capitol Historic Site’s “Voice of the People: Your Role in Minnesota Government” tour and educational program.
