EDUCATION FINANCE COMMITTEE
MINUTES


Representative Barb Sykora, Chair of the Education Finance Committee, called the fifty-fourth meeting to order at 12: 37 p.m., on Tuesday, April 4, 2006 in Room 5 of the State Office Building. A quorum was present.

The clerk noted the roll.

Representative Sykora moved HF2492(Urdahl) for possible inclusion in the Education Finance Omnibus bill.

Representative Sykora moved the HF2492A1 amendment.

Representative Urdahl moved to orally amended HF2492 as follows:
Page 3, Line 3.32, after "Administrators; and" insert "Minnesota Association of Secondary Principals;"
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Testifying on HF2492:
- Mary Cunningham, senior student at Tartan High School.

Representative Urdahl moved to orally amend the HF2492A1 amendment as follows:
Page 1, Line 1.2 - after “reimbursed" insert “from the Education Department’s current operating budget."
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Sykora laid over HF2492, as amended, for possible inclusion in the Education Finance Omnibus bill.

Representative Demmer assumed the gavel.

Rep Demmer moved HF3425(Urdahl) for possible inclusion in the Education Finance Omnibus bill.

Rep Demmer moved the HF3425A1 amendment. The amendment was not adopted pending further discussion on the amendment.

Representative Urdahl presented HF3425 - Character development education revenue provided and money appropriated.

Rep Demmer withdrew the HF3425A1 amendment.

Rep. Buesgens moved an oral amendment as follows:
Page 2, Strike Line 2.5 & 2.6, insert “The commissioner must ensure an equitable geographic distribution of approved applications to the extent feasible.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Demmer laid over HF3425, as amended, for possible inclusion in the Education Finance Omnibus bill.

Representative Demmer moved HF1303(Dean) for possible inclusion in the Education Finance Omnibus bill.

Representative Dean presented HF1303 - Approval of up to five charitable organizations as charter school sponsors authorized.

Representative Urdahl moved to orally amend HF2492 as follows:
Page 4, “delete Lines 4.3 through and including line 4.5"
Page 4, Line 4.6 chance “(d)" to “( c ) "
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Demmer laid over HF2492 for possible inclusion in the Education Finance Omnibus bill.

Representative Johnson moved HF3738(Johnson) for possible inclusion in the Education Finance Omnibus bill.

Representative Johnson presented HF3738 - Supportive community partnership grants provided, and money appropriated.

Representative Demmer laid over HF3738 for possible inclusion in the Education Finance Bill.

Representative Klinzing moved HF3534(Klinzing) to be considered for possible inclusion in the Education Finance bill.

Representative Klinzing presented HF3534 -Advisory task force for accelerated K-12 science, mathematics, and technology programs established.

Representative Klinzing moved the HF3534A2 amendment.
The MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Demmer laid over HF3534 for possible inclusion in the Education Finance Omnibus bill.

Representative Dorn moved to approve the minutes. THE MINUTES WERE APPROVED.

Representative Sykora moved HF3952(Newman) for possible inclusion in the Education Omnibus bill.

Representative Newman presented HF3952 - School district building projects for districts serving fewer than 500 pupils one-year moratorium imposed.

Representative Demmer moved HF3914(Latz) for possible inclusion in the Education Finance Omnibus bill.

Representative Latz presented HF3914 - Child maltreatment act investigative and reporting responsibilities clarified.

Representative Demmer laid over HF3914 to be heard in the Education Finance Committee meeting April 5, 2006.
