MINUTES


Representative Jeff Johnson, Chair of the Civil Law and Elections Committee called the meeting to order at 2:03 p.m. January 11, 2006 at the Blaine City Hall.

The Clerk noted the roll.

Members present:

Chairman Johnson introduced his bill regarding Eminent Domain and gave opening remarks regarding the bill and the guidelines for the hearing.

Representative DeLaForest assumed the gavel at 2:10 p.m.

Deb Dyson, House Research Counsel, explained the bill in detail and answered initial member questions.

Sixty minutes of testimony in support of the bill was allowed. Those testifying in favor of the bill were:

Alyssa Schlander: Minnesota Automobile Dealers Association
Lee McGrath: Institute for Justice
Jim Meide: Resident of Champlain Minnesota
Mark Foreman: Resident of Bloomington
Dan Vang: Resident of Brooklyn Center

The meeting was recessed for ten minutes at 3:22 p.m.

Representative DeLaForest reconvened the meeting at 3:35 p.m.

Sixty minutes of testimony in opposition to the bill was allowed. Testifying against the bill were:

Steve Larson: Mayor of New Brighton Minnesota
Tom Grundhoefer: League of Minnesota Cities General Counsel
Louis Jambois: Association of Metropolitan Municipalities Executive Director
Mark Sather: City Manager of White Bear Lake Minnesota
Tim Howe: Mayor of Coon Rapids Minnesota
Steve Boynton: Mayor of Champlain Minnesota
Keith Carlson: Metropolitan Inter-County Association Executive Director
Don Theisen: Minnesota County Engineers Association

Representative Emmer assumed the gavel at 4:41 p.m.




Representative Johnson gave closing remarks.


The meeting was adjourned at 5:01 p.m.
