MINUTES


Representative Greg Davids, Chair of the Agriculture and Rural Development Committee, called the twenty-first meeting to order at 2:30 p.m., Tuesday, April 12, 2005, in the Basement Hearing Room of the State Office Building.

The Clerk noted the roll.

Members excused:

A quorum was present.

Rep. Magnus moved approval of the minutes: Tuesday, April 5, 2005. The motion prevailed.

HF2382 (Urdahl) Feedlots; a memorial resolution asking the residents of Minnesota for tolerance of different views of livestock production, and ending the feedlot war in Minnesota

Rep. Urdahl moved HF2382.

Rep. Urdahl presented HF2382.

Rep. Urdahl renewed his motion that HF2382 be recommended to pass and be re-referred to the Committee on Agriculture/Environment and Natural Resources Finance. The motion prevailed.

HF894 (Cox) Public waters inventory authority, public waters work permit and water use permit provisions, and enforcement authority modified; and Scott County private land sale restriction modified

Chair Davids moved HF894.

Chair Davids moved to amend HF894 with the A05-0341 amendment (please see attached). The motion prevailed. The amendment was adopted.

Rep. Cox presented HF894.

Chair Davids renewed his motion that HF894 be recommended to pass, as amended, and be placed on the General Register. The motion prevailed.

HF1895 (Loeffler) Shade tree definition expanded relating to metropolitan area disease control, and money appropriated

Chair Davids moved HF1895.

Chair Davids moved to amend HF1895 with the H1895DE1 amendment (please see attached). The motion prevailed. The amendment was adopted.

Rep. Loeffler presented HF1895.

Chair Davids moved to amend the H1895DE1 amendment, the delete everything amendment, as follows:

Page 8, line 3, delete “$15,000,000” and insert “….” (a blank appropriation)

The motion prevailed. The amendment was adopted.

Chair Davids moved to amend the H1895DE1 amendment, the delete everything amendment, as follows:

Page 7, line 5, delete “67” and insert “50”

The motion prevailed. The amendment was adopted.

Chair Davids renewed his motion that HF1895 be recommended to pass, as amended, and be re-referred to the Committee on Agriculture/Environment & Natural Resources Finance. The motion prevailed.

HF2045 (Welti) Ethanol combustion efficiency research grants provided, and money appropriated

Rep. Welti moved HF2045.

Chair Davids moved to amend HF2045, as follows:

Page 1, line 12, delete “for” and insert “in” and delete “to”
Page 1, delete line 13
Page 1, line 14, delete everything up to the comma and insert “for purposes of the subdivision”

The motion prevailed. The amendment was adopted.

Rep. Welti renewed his motion that HF2045 be recommended to pass, as amended, and be re-referred to the Committee on Agriculture/Environment & Natural Resources Finance. The motion prevailed.
