1.4    "Section 1. Minnesota Statutes 2012, section 16A.152, subdivision 2, as amended by
1.5Laws 2014, chapter 150, article 6, section 2, is amended to read:
1.6    Subd. 2. Additional revenues; priority. (a) If on the basis of a forecast of general
1.7fund revenues and expenditures, the commissioner of management and budget determines
1.8that there will be a positive unrestricted budgetary general fund balance at the close of
1.9the biennium, the commissioner of management and budget must allocate money to the
1.10following accounts and purposes in priority order:
1.11    (1) to reduce acceleration of June payments of sales and excise taxes as provided in
1.12section 4 until those payment are treated like payments due for any other month;
1.13    (2) the cash flow account established in subdivision 1 until that account reaches
1.14$350,000,000;
1.15    (2) (3) the budget reserve account established in subdivision 1a until that account
1.16reaches $810,992,000;
1.17    (3) (4) the amount necessary to increase the aid payment schedule for school district
1.18aids and credits payments in section 127A.45 to not more than 90 percent rounded to the
1.19nearest tenth of a percent without exceeding the amount available and with any remaining
1.20funds deposited in the budget reserve; and
1.21    (4) (5) the amount necessary to restore all or a portion of the net aid reductions under
1.22section 127A.441 and to reduce the property tax revenue recognition shift under section
1.23123B.75, subdivision 5 , by the same amount.
1.24    (b) The amounts necessary to meet the requirements of this section are appropriated
1.25from the general fund within two weeks after the forecast is released or, in the case of
1.26transfers under paragraph (a), clauses (3) and (4), as necessary to meet the appropriations
1.27schedules otherwise established in statute.
2.1    (c) The commissioner of management and budget shall certify the total dollar
2.2amount of the reductions under paragraph (a), clauses (3) and (4), to the commissioner of
2.3education. The commissioner of education shall increase the aid payment percentage and
2.4reduce the property tax shift percentage by these amounts and apply those reductions to
2.5the current fiscal year and thereafter.
2.6EFFECTIVE DATE.This section is effective beginning with the November 2014
2.7forecast."

2.9    "Sec. 4. [270C.22] REDUCTION OF JUNE ACCELERATED TAX PAYMENTS.
2.10(a) The commissioner, as part of each forecast under section 16A.103, shall estimate
2.11the reduction in revenue that would result from reducing the percentage of estimated June
2.12tax liability that must be paid in June under sections 289A.20, subdivision 4; 297F.09,
2.13subdivision 10; and 297G.09, subdivision 9, by one percentage point, and shall provide
2.14the estimate to the commissioner of management and budget.
2.15(b) The commissioner of management and budget shall determine under the
2.16provisions of section 16A.152, subdivision 2, clause (1), the number of percentage points,
2.17if any, that the percentages under sections 289A.20, subdivision 4; 297F.09, subdivision
2.1810; and 297G.09, subdivision 9, are reduced as a result of the forecast and shall inform the
2.19commissioner of the results. The reduced percentages apply beginning for the payments
2.20due under those sections for the June immediately following the forecast. The percentage
2.21determined under this section applies in lieu of the percentages that otherwise applies under
2.22sections 289A.20, subdivision 4; 297F.09, subdivision 10; and 297G.09, subdivision 9.
2.23(c) This section expires when the accelerated June payment percentages are reduced
2.24to zero and when that occurs the commissioner shall inform the revisor of statutes who
2.25shall prepare a bill for introduction in the next succeeding legislative session making
2.26conforming amendments to sections 16A.152, subdivision 2; 289A.20, subdivision 4;
2.27297F.09, subdivision 10; and 297G.09, subdivision 9.
2.28EFFECTIVE DATE.This section is effective beginning with the November 2014
2.29forecast."
