1.4    "Sec. 12. Minnesota Statutes 2012, section 85.053, subdivision 2, is amended to read:
1.5    Subd. 2. Requirement. Except as provided in section 85.054, a motor vehicle
1.6may not enter a state park, state recreation area, or state wayside over 50 acres in area,
1.7without a state park permit issued under this section or a state parks and trails plate issued
1.8under section 168.1295. Except for vehicles permitted under subdivisions 7, paragraph
1.9(a), clause (2), and 8, the state park permit must be affixed to the lower right corner
1.10windshield of the motor vehicle and must be completely affixed by its own adhesive to
1.11the windshield, or the commissioner may, by written order, provide an alternative means
1.12to display and validate state park permits.

1.13    Sec. 13. [85.056] STATE PARKS AND TRAILS DONATION ACCOUNT.
1.14    Subdivision 1. Establishment. The state parks and trails donation account is
1.15established as a separate account in the natural resources fund. The account shall be
1.16administered by the commissioner of natural resources as provided in this section.
1.17    Subd. 2. Funding sources. The state parks and trails donation account shall consist
1.18of contributions made under section 168.1295 and other contributions. The contributions
1.19may be made in cash, property, land, or interests in land.
1.20    Subd. 3. Uses. Money in the account is appropriated to the commissioner of natural
1.21resources to operate and maintain the state parks and trails system."

1.23    "Sec. 23. [168.1295] STATE PARKS AND TRAILS PLATES.
1.24    Subdivision 1. General requirements and procedures. (a) The commissioner shall
1.25issue state parks and trails plates to an applicant who:
2.1(1) is a registered owner of a passenger automobile, recreational vehicle, one-ton
2.2pickup truck, or motorcycle;
2.3(2) pays a fee of $10 to cover the costs of handling and manufacturing the plates;
2.4(3) pays the registration tax required under section 168.013;
2.5(4) pays the fees required under this chapter;
2.6(5) contributes a minimum of $50 annually to the state parks and trails donation
2.7account established in section 85.056; and
2.8(6) complies with this chapter and rules governing registration of motor vehicles
2.9and licensing of drivers.
2.10(b) The state parks and trails plate application must indicate that the contribution
2.11specified under paragraph (a), clause (5), is a minimum contribution to receive the plate
2.12and that the applicant may make an additional contribution to the account.
2.13(c) State parks and trails plates may be personalized according to section 168.12,
2.14subdivision 2a.
2.15    Subd. 2. Design. After consultation with interested groups, the commissioners of
2.16natural resources and public safety shall jointly select a suitable symbol for use by the
2.17commissioner of public safety to design the state parks and trails plates.
2.18    Subd. 3. No refund. Contributions under this section must not be refunded.
2.19    Subd. 4. Plate transfers. Notwithstanding section 168.12, subdivision 1, on
2.20payment of a transfer fee of $5, plates issued under this section may be transferred to
2.21another passenger automobile registered to the person to whom the plates were issued.
2.22    Subd. 5. Contribution and fees credited. Contributions under subdivision 1,
2.23paragraph (a), clause (5), must be paid to the commissioner and credited to the state
2.24parks and trails donation account established in section 85.056. The other fees collected
2.25under this section must be deposited in the vehicle services operating account of the
2.26special revenue fund under section 299A.705.
2.27    Subd. 6. Record. The commissioner shall maintain a record of the number of
2.28plates issued under this section.
2.29    Subd. 7. Exemption. Special plates issued under this section are not subject to
2.30section 168.1293, subdivision 2."
