1.3    "Sec. 33. Minnesota Statutes 2012, section 325E.13, is amended by adding a
1.4subdivision to read:
1.5    Subd. 5. Off-road recreational vehicle. "Off-road recreational vehicle" means a
1.6snowmobile as defined in section 84.81, subdivision 3, and an off-highway vehicle, as
1.7defined in section 84.771.
1.8EFFECTIVE DATE.This section is effective July 1, 2014, and applies to crimes
1.9committed on or after that date.

1.10    Sec. 34. Minnesota Statutes 2012, section 325E.14, subdivision 1, is amended to read:
1.11    Subdivision 1. Tampering. No person shall knowingly tamper with, adjust, alter,
1.12change, set back, disconnect or, with intent to defraud, fail to connect the odometer of any
1.13motor vehicle or off-road recreational vehicle, or cause any of the foregoing to occur to
1.14an odometer of a motor vehicle or off-road recreational vehicle, so as to reflect a lower
1.15mileage than has actually been driven by the motor vehicle or off-road recreational vehicle.
1.16EFFECTIVE DATE.This section is effective July 1, 2014, and applies to crimes
1.17committed on or after that date.

1.18    Sec. 35. Minnesota Statutes 2012, section 325E.14, subdivision 3, is amended to read:
1.19    Subd. 3. Sales and use restrictions. No person shall advertise for sale, sell, use or
1.20install on any part of a motor vehicle or off-road recreational vehicle, or on any odometer
1.21in a motor vehicle or off-road recreational vehicle, any device which that causes the
1.22odometer to register any mileage other than the true mileage.
2.1EFFECTIVE DATE.This section is effective July 1, 2014, and applies to crimes
2.2committed on or after that date.

2.3    Sec. 36. Minnesota Statutes 2012, section 325E.14, subdivision 4, is amended to read:
2.4    Subd. 4. Sales restriction. No person shall sell or offer for sale any motor vehicle
2.5or off-road recreational vehicle with knowledge that the mileage registered on the
2.6odometer has been altered so as to reflect a lower mileage than has actually been driven
2.7by the motor vehicle or off-road recreational vehicle without disclosing such the fact to
2.8prospective purchasers.
2.9EFFECTIVE DATE.This section is effective July 1, 2014, and applies to crimes
2.10committed on or after that date.

2.11    Sec. 37. Minnesota Statutes 2012, section 325E.14, subdivision 6, is amended to read:
2.12    Subd. 6. Repair or replacement restriction. Nothing in this section shall prevent
2.13the service, repair, or replacement of an odometer, provided the mileage indicated
2.14thereon remains the same as before the service, repair, or replacement. Where the
2.15odometer is incapable of registering the same mileage as before such the service, repair,
2.16or replacement, the odometer shall be adjusted to read zero and a written notice shall be
2.17attached to the left door frame of the motor vehicle by the owner or an agent specifying
2.18the mileage prior to repair or replacement of the odometer and the date on which it was
2.19repaired or replaced. No person shall remove or alter such a notice so affixed.
2.20EFFECTIVE DATE.This section is effective July 1, 2014, and applies to crimes
2.21committed on or after that date."
