1.2Delete everything after the enacting clause and insert:

1.3    "Section 1. [197.4552] EXPEDITED LICENSE PROCESSING; FORMER AND
1.4CURRENT MEMBERS OF THE MILITARY.
1.5Notwithstanding any other law to the contrary, each professional licensing board
1.6defined in section 214.01, subdivisions 2 and 3, shall establish a procedure to expedite
1.7the issuance of a license or certification to perform professional services regulated by
1.8each board to a qualified individual who is:
1.9(1) an active duty military member;
1.10(2) the spouse of an active duty military member; or
1.11(3) an inactive military veteran who has left service in the two years preceding
1.12the date of license or certification application, and has confirmation of an honorable or
1.13general discharge status.

1.14    Sec. 2. REPORT ON TEMPORARY LICENSES.
1.15(a) The governor shall designate representatives of professional licensing boards
1.16listed under Minnesota Statutes, section 214.01, subdivisions 2 and 3, to report to
1.17the legislature by January 15, 2015, on procedures for issuing temporary licenses or
1.18certifications to qualified persons who are active duty military members, spouses of active
1.19duty military members, and veterans who have recently left military service. The report
1.20must include recommendations on:
1.21(1) conditions for issuance of temporary licenses, including evidence of credentialing
1.22in other states;
1.23(2) duration of the temporary licenses or certifications; and
1.24(3) general legislation or board-specific legislation needed to implement temporary
1.25licensure recommendations quickly and cost-efficiently.
2.1(b) The recommendations of the report must ensure that to qualify for a temporary
2.2license, a person must:
2.3(1) produce evidence of a valid license, certificate, or permit in another state without
2.4history of disciplinary action by a regulatory authority in the other state; and
2.5(2) produce evidence of a current criminal background check without a criminal
2.6conviction that adversely affects the person's ability to become licensed."
