1.2Delete everything after the enacting clause and insert:

1.3    "Section 1. TERRESTRIAL PLANTS AND PESTS CENTER.
1.4    Subdivision 1. Establishment. The Board of Regents of the University of Minnesota
1.5is requested to establish an Invasive Terrestrial Plants and Pests Center to prevent and
1.6minimize the threats posed by terrestrial invasive plants, other weeds, pathogens, and
1.7pests in order to protect the state's prairies, forests, wetlands, and agricultural resources.
1.8With the approval of the board, the College of Food, Agricultural and Natural Resource
1.9Science, in coordination with the College of Biological Sciences, shall administer the
1.10center utilizing the following departments:
1.11(1) Entomology;
1.12(2) Plant Pathology;
1.13(3) Forest Resources;
1.14(4) Horticultural Science;
1.15(5) Fisheries Wildlife and Conservation Biology;
1.16(6) Agronomy and Plant Genetics;
1.17(7) Plant Biology; and
1.18(8) Ecology, Evolution, and Behavior.
1.19The college may also utilize the following research and outreach centers in
1.20achieving the purposes of this section: Cloquet Forestry Center; North Central Research
1.21and Outreach Center; Northwest Research and Outreach Center; Southern Research and
1.22Outreach Center; Southwest Research and Outreach Center; West Central Research and
1.23Outreach Center; Rosemount Research and Outreach Center; Horticultural Research
1.24Center; and Sand Plain Research Center.
1.25    Subd. 2. Purpose. The purpose of the Invasive Terrestrial Plants and Pests Center is
1.26to research and develop effective measures to prevent and minimize the threats posed by
2.1terrestrial invasive plants, pathogens, and pests, including agricultural weeds and pests, in
2.2order to protect the state's native prairies, forests, wetlands, and agricultural resources, by:
2.3(1) creating a prioritized list of pest and plant species that threaten the state's prairies,
2.4forests, wetlands, and agricultural resources and making the list publicly accessible; and
2.5(2) conducting research focused on the species included on the prioritized list
2.6developed under this subdivision that includes:
2.7(i) development of new control methods, including biocontrols;
2.8(ii) development of integrated pest management tools that minimize nontarget
2.9impacts;
2.10(iii) research projects focused on establishment prevention, early detection, and
2.11rapid response;
2.12(iv) an analysis of any consequences related to the management of prioritized
2.13species to the state's water, pollinators, and native prairies; and
2.14(v) reports on the results that are made publicly accessible.
2.15    Subd. 3. Report. By January 15, each year as a condition of the appropriation
2.16provided under this section, the Board of Regents of the University of Minnesota shall
2.17submit a report to the chairs and ranking minority members of the house of representatives
2.18and senate committees and divisions with jurisdiction over the environment and natural
2.19resources and agriculture on: (1) the activities and outcomes of the center; and (2) any
2.20recommendations for additional funding for education, implementation, or other activities.
2.21    Subd. 4. Appropriation. $....... in fiscal year 2015 is appropriated from the general
2.22fund to the Board of Regents of the University of Minnesota for the Invasive Terrestrial
2.23Plants and Pests Center requested under this section, including a director, graduate
2.24students, and necessary supplies. This appropriation is available until June 30, 2025."
