1.3Page 319, after line 34, insert:

1.4    "Sec. .... Minnesota Statutes 2012, section 256J.35, is amended to read:
1.5256J.35 AMOUNT OF ASSISTANCE PAYMENT.
1.6Except as provided in paragraphs (a) to (c) (d), the amount of an assistance payment
1.7is equal to the difference between the MFIP standard of need or the Minnesota family
1.8wage level in section 256J.24 and countable income.
1.9(a) When MFIP eligibility exists for the month of application, the amount of the
1.10assistance payment for the month of application must be prorated from the date of
1.11application or the date all other eligibility factors are met for that applicant, whichever is
1.12later. This provision applies when an applicant loses at least one day of MFIP eligibility.
1.13(b) MFIP overpayments to an assistance unit must be recouped according to section
1.14256J.38, subdivision 4 .
1.15(c) An initial assistance payment must not be made to an applicant who is not
1.16eligible on the date payment is made.
1.17(d) MFIP assistance units whose housing costs exceed 50 percent of their monthly
1.18cash grant are eligible for an additional cash amount in the form of a housing assistance
1.19grant. The housing assistance grant must be equal to 50 percent of the difference between
1.20the assistance unit's cash grant and their housing costs, with a maximum housing assistance
1.21grant of $250 per month. MFIP assistance units must report their housing costs to the lead
1.22agency on the forms and according to the timelines established by the commissioner.
1.23EFFECTIVE DATE.This section is effective December 1, 2013."
