1.2Page 11, delete subdivision 2 and insert:
1.3    "Subd. 2. Members. The council must consist of: (1) the chairs of the committees
1.4in the house of representatives and the senate with jurisdiction over human services; and
1.5(2) no fewer than 15 and no more than 25 members appointed by the commissioner of
1.6human services, in consultation with county, tribal, cultural, and ethnic communities;
1.7diverse program participants; and parent representatives from these communities.
1.8    Subd. 3. Guidelines. (a) The commissioner shall direct the development of
1.9guidelines defining the membership of the council; setting out definitions; and developing
1.10duties of the commissioner, the council, and council members regarding racial and ethnic
1.11disparities reduction. The guidelines must be developed in consultation with:
1.12(1) the chairs of relevant committees; and
1.13(2) county, tribal, and cultural communities and program participants from these
1.14communities.
1.15(b) Members must be appointed to allow for representation of the following groups:
1.16(1) racial and ethnic minority groups;
1.17(2) tribal service providers;
1.18(3) culturally and linguistically specific advocacy groups and service providers;
1.19(4) human services program participants;
1.20(5) public and private institutions;
1.21(6) parents of human services program participants;
1.22(7) members of the faith community;
1.23(8) Department of Human Services employees; and
1.24(9) any other group the commissioner deems appropriate to facilitate the goals
1.25and duties of the council.
2.1    Subd. 4. First appointments and first meeting. The commissioner shall appoint
2.2at least 15 members by September 15, 2013, and shall convene the first meeting of the
2.3council by November 15, 2013.
2.4    Subd. 5. Chair. The commissioner shall appoint a chair.
2.5    Subd. 6. Terms for first appointees. Seven of the first members shall serve until
2.6January 15, 2015. The remainder of the first members shall serve until January 15, 2016.
2.7    Subd. 7. Terms. Except for the first appointees, a term shall be for one year
2.8and appointees can be appointed to serve two terms. The commissioner shall make
2.9appointments to replace vacating members by January 15 every year.
2.10    Subd. 8. Compensation. Members of the council shall receive no compensation
2.11for their services."

2.16"(11) beginning November 15, 2014, and annually thereafter, prepare and submit
2.17a report to the chairs and ranking minority members of the committees in the house of
2.18representatives and senate with jurisdiction over human services that summarizes the
2.19activities of the council since the last report, identifies the major problems and issues
2.20confronting racial and ethnic groups in accessing human services, makes recommendations
2.21to address issues, and list the specific objectives that the council seeks to attain during
2.22the next biennium."
