1.4    "Sec. 7. [62V.06] HEALTH EXCHANGE ADVISORY COMMITTEE.
1.5    Subdivision 1. Creation; composition. (a) There is created a permanent advisory
1.6committee to the board, known as the Health Exchange Advisory Committee, consisting
1.7of nine voting members as follows:
1.8(1) the presidents or designee of the three largest statewide Minnesota health care
1.9provider, hospital, carrier industry organizations as measured by the number of employees
1.10of its business members;
1.11(2) five members, appointed by the governor with the advice and consent of both the
1.12senate and the house of representatives acting separately, representing consumers eligible
1.13for individual market coverage, individual consumers eligible for exchange enrollment in
1.14public health care programs, and small employers, the disability community and labor
1.15unions. Members are appointed to serve four-year staggered terms following the initial
1.16staggered-term lot determination; and
1.17(3) one member representing health policy related to the small group and individual
1.18markets, appointed by the governor with the advice and consent of both the senate and
1.19the house of representatives acting separately. Members are appointed to serve four-year
1.20staggered terms following the initial staggered-term lot determination.
1.21(b) The commissioner of human services or a designee. The commissioner of health
1.22and human services shall serve as chair of the committee and shall be a nonvoting member.
1.23(c) Each council member shall appoint an alternate. Alternates shall serve in the
1.24absence of the member they replace.
1.25    Subd. 2. Duties; recommendations. The advisory committee shall advise the
1.26board in carrying out the purposes of chapter 62V. The committee shall submit its
2.1recommendations with respect to 62V.05, subdivision 5, especially in developing the
2.2selection criteria for health carriers and health plans.
2.3    Subd. 3. Meetings; voting. The committee shall meet as frequently as necessary to
2.4carry out its duties and responsibilities. The committee may also conduct public hearings
2.5throughout the state as may be necessary to give interested persons an opportunity to
2.6comment and make suggestions on the operation of the health exchange.
2.7    Subd. 4. Administrative support. The Executive Director of the Exchange shall
2.8supply necessary office space, supplies, and staff support to assist the committee and its
2.9executive director in their duties."
