1.5PUBLIC OWNERSHIP

1.6    Section 1. PURPOSE.
1.7The legislature determines that:
1.8(1) a professional football team is an important asset to the state of Minnesota, and
1.9ensuring that a team remains in Minnesota is an important public purpose;
1.10(2) providing for a local ownership share of a professional football team or taking
1.11other steps to ensure local control over the location of the team develops trust among fans,
1.12taxpayers, and the team, and helps ensure this important asset will remain in the state; and
1.13(3) providing for a local ownership share or local control over the location of the
1.14team ensures that financial benefits of any increased value of the team due to construction
1.15of a new stadium will accrue in part to Minnesota.

1.16    Sec. 2. ACQUISITION OF OWNERSHIP OR OTHER INTERESTS.
1.17The governor and the Metropolitan Sports Facilities Commission, in cooperation
1.18with representatives of the National Football League, must attempt to facilitate an
1.19arrangement under which there will be broad-based community ownership of Minnesota's
1.20professional football team, or there will be other legal interests to ensure broad-based
1.21Minnesota community participation and control in any decisions relating to location of the
1.22team. The arrangement that the governor and the commission must attempt to facilitate
1.23may involve:
1.24(1) community ownership authorized under current rules and policies of the National
1.25Football League;
2.1(2) working with the National Football League to change its current rules and
2.2policies as necessary to accomplish the purposes specified in section 1; or
2.3(3) development and implementation of a combination of ownership and
2.4nonownership interests that will ensure broad-based participation by Minnesota residents
2.5in decisions affecting the location of the team.

2.6    Sec. 3. EFFECTIVE DATE.
2.7Sections 1 and 2 are effective the day following final enactment."
