1.6    "Sec. 4. LOW-INCOME AFFORDABILITY PROGRAMS FOR ELECTRIC
1.7UTILITY SERVICE; STUDY.
1.8(a) The Department of Commerce shall study and develop elements of low-income
1.9electric energy affordability programs to benefit low-income residential ratepayers
1.10of investor-owned public utilities in this state with more than 100,000 residential
1.11electric service customers. The department must review existing low-income electric
1.12utility programs in other states and consult with representatives of electric utilities,
1.13the low-income community, and other interested parties. By February 1, 2013, the
1.14department must submit a report of its findings and recommendations, including any
1.15proposed legislation, to the chairs and ranking minority members of the senate and house
1.16committees with primary jurisdiction over energy policy and finance.
1.17(b) The study required under this section shall be funded from existing
1.18appropriations.
1.19(c) For the purposes of this section, "low-income residential ratepayers" has the
1.20meaning given in section 216B.16, subdivision 15.
1.21EFFECTIVE DATE.This section is effective the day following final enactment."
