2.1    In addition to each fee required in this paragraph, the commissioner shall collect a
2.2surcharge of $1.75 until June 30, 2012. Surcharges collected under this paragraph must be
2.3credited to the driver and vehicle services technology account in the special revenue fund
2.4under section 299A.705.
2.5    (b) Notwithstanding paragraph (a), an individual who holds a provisional license and
2.6has a driving record free of (1) convictions for a violation of section 169A.20, 169A.33,
2.7169A.35 , or sections 169A.50 to 169A.53, (2) convictions for crash-related moving
2.8violations, and (3) convictions for moving violations that are not crash related, shall have a
2.9$3.50 credit toward the fee for any classified under-21 driver's license. "Moving violation"
2.10has the meaning given it in section 171.04, subdivision 1.
2.11    (c) In addition to the driver's license fee required under paragraph (a), the
2.12commissioner shall collect an additional $4 processing fee from each new applicant
2.13or individual renewing a license with a school bus endorsement to cover the costs for
2.14processing an applicant's initial and biennial physical examination certificate. The
2.15department shall not charge these applicants any other fee to receive or renew the
2.16endorsement.
2.17(d) In addition to the instruction permit fee required under paragraph (a), the
2.18commissioner shall collect an additional $5 program implementation fee from an applicant
2.19who is enrolled in concurrent driver education instruction as provided in section 171.05,
2.20subdivision 2, paragraph (a), clause (1), item (ii)(C). The commissioner shall terminate the
2.21fee under this paragraph when the department has fully recovered its costs to implement
2.22concurrent classroom phase and behind-the-wheel instruction under section 171.05.
2.23The commissioner shall deposit proceeds of the fee in the driver services operating
2.24account in the special revenue fund. Proceeds from the fee under this paragraph are
2.25annually appropriated to the commissioner from the driver services operating account for
2.26administrative costs to implement concurrent driver education."
2.27Amend the title accordingly
