1.2Delete everything after the enacting clause and insert:

1.3    "Section 1. [161.395] TRUNK HIGHWAY EXPEDITED CONGESTION RELIEF.
1.4(a) The commissioner shall establish a trunk highway expedited congestion relief
1.5program as provided in this section, upon an appropriation made in law specifically for the
1.6program. The program is solely for funding trunk highway construction and improvement
1.7projects.
1.8(b) Projects funded under the program must:
1.9(1) primarily address segments of trunk highway that have:
1.10(i) moderate or severe traffic congestion; and
1.11(ii) moderate or high traffic volume;
1.12(2) contain a timeline that provides for project completion in an expeditious manner;
1.13(3) measurably decrease traffic congestion;
1.14(4) add capacity to the trunk highway system, which may include but is not limited
1.15to a general purpose lane, dynamic shoulder lane, or auxiliary lane; and
1.16(5) be located in the department's metropolitan transportation district.
1.17(c) The commissioner shall design and implement a project selection process to
1.18distribute funds under the program. The process must include specification of eligibility
1.19and prioritizing criteria, consistent with the requirements of paragraph (b).
1.20EFFECTIVE DATE.This section is effective the day following final enactment.

1.21    Sec. 2. TRUNK HIGHWAY BONDS; APPROPRIATION AND BOND SALE
1.22AUTHORIZATION.
1.23    Subdivision 1. Appropriation. $20,000,000 is appropriated from the bond proceeds
1.24account in the trunk highway fund to the commissioner of transportation, for the trunk
1.25highway expedited congestion relief program under Minnesota Statutes, section 161.395.
2.1    Subd. 2. Bond sale. To provide the money appropriated in subdivision 1 from the
2.2bond proceeds account in the trunk highway fund, the commissioner of management
2.3and budget shall sell and issue bonds of the state in an amount up to $20,000,000 in the
2.4manner, upon the terms, and with the effect prescribed by Minnesota Statutes, sections
2.5167.50 to 167.52, and by the Minnesota Constitution, article XIV, section 11, at the times
2.6and in the amounts requested by the commissioner of transportation. The proceeds of the
2.7bonds, except accrued interest and any premium received from the sale of the bonds, must
2.8be deposited in the bond proceeds account in the trunk highway fund.
2.9EFFECTIVE DATE.This section is effective the day following final enactment."
2.10Delete the title and insert:
2.11"A bill for an act
2.12relating to transportation; establishing and appropriating money for a trunk
2.13highway expedited congestion relief program; authorizing the sale and issuance
2.14of state bonds;proposing coding for new law in Minnesota Statutes, chapter 161."
