1.2Delete everything after the enacting clause and insert:

1.3    "Section 1. [237.012] BROADBAND GOALS.
1.4    Subdivision 1. Universal access and high-speed goal. It is the goal of this state
1.5that, no later than 2015, all state residents and businesses have access to broadband that
1.6provides download speeds of no less than ten megabits per second and upload speeds
1.7of no less than five megabits per second.
1.8    Subd. 2. State broadband leadership position. It is the goal of this state that by
1.92015, and continuing thereafter:
1.10(1) the proportion of Minnesota residents and businesses having access to broadband
1.11ranks among the five states in the United States and the 15 nations globally that have the
1.12highest proportion of that measure; and
1.13(2) Minnesota ranks among the five states in the United States with the highest
1.14broadband speed that is universally accessible to state residents and businesses.
1.15    Subd. 3. Annual reports. By February 10, 2011, and each year thereafter,
1.16the commissioner of commerce shall submit a report to the chairs and ranking
1.17minority members of the senate and house committees with primary jurisdiction
1.18over telecommunications policy measuring the progress made towards achieving the
1.19goals under subdivisions 1 and 2. The report must identify any barriers impeding the
1.20achievement of the goals, suggest strategies to overcome those barriers, and estimate
1.21the cost of implementing those strategies.
1.22    Subd. 4. Advisory group. By July 1, 2010, the commissioner of commerce shall
1.23appoint and convene a Broadband Goal Advisory Group consisting of no more than 15
1.24members representing, at a minimum, the following sectors: providers of telephone,
1.25cable, and wireless services; cities; counties; libraries; a labor organization representing
1.26communications workers; and citizens-at-large. The commission shall meet at least
1.27quarterly, and shall seek public input. The purpose of the Broadband Goal Advisory
2.1Group is to advise the commissioner of commerce regarding strategies to achieve the
2.2goals under subdivision 1. This subdivision expires June 30, 2015.
2.3EFFECTIVE DATE.This section is effective the day following final enactment."
2.4Amend the title accordingly
