1.5"By November 1, 2010, the commissioner of
1.6management and budget, subject to approval
1.7of the commissioner of transportation, shall
1.8implement a grant administration method for
1.9grants provided under Minnesota Statutes,
1.10sections 174.50 and 174.52. The grant
1.11administration method must:
1.12(1) not require a separate grant agreement for
1.13each project funded in whole or in part from
1.14general obligation grants;
1.15(2) provide for efficient audits concerning
1.16state bond-financed property;
1.17(3) ensure that all uses of the state
1.18bond-financed property will not cause the
1.19interest on the state general obligation bonds
1.20to be or become subject to federal income
1.21taxation for any reason; and
1.22(4) otherwise comply with Minnesota
1.23Statutes, section 16A.695, the Minnesota
1.24Constitution, and all commissioner's orders.
2.1By November 1, 2010, the commissioners of
2.2management and budget and transportation
2.3shall jointly submit a report on the grant
2.4administration method to the chairs and
2.5ranking minority members of the house
2.6of representatives and senate committees
2.7with jurisdiction over transportation
2.8policy and finance and capital investment.
2.9At a minimum, the report must briefly
2.10summarize the grant administration method
2.11being implemented, provide a copy of
2.12any model grant agreement, and provide
2.13recommendations, if any, for legislative
2.14changes."
