"Subd. 4.Biomass Heating Grants

1.5For grants and loans to local units of
1.6government for capital costs related to the
1.7renovation of heating or energy facilities and
1.8construction and installation of an approved
1.9biomass heating project in a building owned
1.10by a local unit of government. The authority
1.11must approve the biomass heating projects
1.12that produce energy for heating air or
1.13water or producing electricity using organic
1.14matter available on a renewable basis,
1.15including but not limited to agricultural
1.16crops, grasses and trees, or wood production
1.17or other waste. Applications for a grant
1.18or loan under this subdivision must be
1.19made to the authority on the forms and
1.20according to the timeline prescribed. At a
1.21minimum, sufficient information must be
1.22provided on the applications to determine
1.23that the physical condition of the publicly
1.24owned facility is able to support the
1.25biomass heating renovation project and that
1.26projected cumulative energy cost savings
2.1are acceptable relative to the costs of the
2.2investment. A grant and loan under this
2.3subdivision may each provide up to 50
2.4percent of the total installed costs of the
2.5biomass heating projects."
