1.12    "Sec. 13. PLANNING NEW VETERANS CEMETERIES.
1.13The commissioner of veterans affairs shall determine a suitable site and plan for
1.14three new state veterans cemeteries, to be located one each in northeastern, southeastern
1.15and southwestern Minnesota. In determining the site for a cemetery, the commissioner
1.16shall consider available public land options and shall seek proposals for donated land from
1.17interested counties, local communities, civic organizations, veterans service organizations,
1.18and individuals. For the veterans cemetery in southwestern Minnesota, the commissioner
1.19must work with the commissioner of natural resources to secure a cemetery site at Fort
1.20Ridgely State Park, if feasible, or on other public land in that immediate vicinity.
1.21The commissioner's planning process for a state veterans cemetery must include, at a
1.22minimum, the following actions:
1.23(1) determining the need for the cemetery;
1.24(2) investigating the availability of suitable land for the cemetery;
1.25(3) assessment of impacts of the cemetery;
2.1(4) encouragement of support from veteran service organizations and local
2.2governments; and
2.3(5) preparation and submission of a preapplication for a grant from the United States
2.4Department of Veterans Affairs for commitment of funding for establishing the cemetery.
2.5By January 15, 2011, the commissioner shall report to the chair and ranking minority
2.6member of the house and senate committees having responsibility for veterans affairs with
2.7a report of the commissioner's progress in implementing this section."
