1.6IMPACTS ON BUSINESS.
1.7    Subdivision 1. Definitions. For the purposes of this section, the following terms
1.8have the meanings given:
1.9(1) "project" means construction work (i) to maintain, construct, reconstruct, or
1.10improve a street or highway, or (ii) for a transit improvement;
1.11(2) "substantial business impacts" means impairment of road access, parking, or
1.12visibility for one or more business establishments as a result of a project, for a minimum
1.13period of one month; and
1.14(3) "transportation authority" means the commissioner, as to trunk highways; the
1.15county board, as to county state-aid highways and county highways; the town board, as to
1.16town roads; statutory or home rule charter cities, as to city streets; and the Metropolitan
1.17Council, as to a transit project contracted by the Metropolitan Council.
1.18    Subd. 2. Business liaison. (a) Before beginning construction work on a project,
1.19a transportation authority shall identify whether the project is anticipated to include
1.20substantial business impacts. For such projects, the transportation authority shall designate
1.21an individual to serve as business liaison between the transportation authority and affected
1.22businesses.
1.23(b) The business liaison shall consult with affected businesses before and
1.24during construction to investigate means of mitigating project impacts to businesses.
1.25The mitigation considered must include signage. The business liaison shall provide
1.26information to the identified businesses before and during construction, concerning project
2.1duration and timetables, lane and road closures, detours, access impacts, customer parking
2.2impacts, visibility, noise, dust, vibration, and public participation opportunities."
