1.3Page 21, after line 35, insert:

1.4    "Section 1. STUDY OF EVIDENCE BASED PRACTICES IN MINNESOTA;
1.5REPORT TO THE LEGISLATURE.
1.6    Subdivision 1. Direction. The Department of Correction's Minnesota Information
1.7and Supervision Services Committee's Evidence Based Practices Policy Team shall
1.8undertake an assessment of the use of evidence based practices for community supervision
1.9in Minnesota and opportunities for greater implementation of evidence based practices.
1.10    Subd. 2. Subject matter. (a) The policy team must review, assess, and make
1.11specific recommendations with regard to the following areas:
1.12(1) implementation of evidence based practices intended to reduce recidivism;
1.13(2) improvement of policies and practices for crime victims;
1.14(3) establishment of an earned compliance credit program;
1.15(4) performance measures for community supervision agencies;
1.16(5) potential performance incentives for community supervision agencies; and
1.17(6) any other topic related to evidence based practices that the committee deems
1.18appropriate for inclusion.
1.19(b) In assessing the topics listed in paragraph (a), the policy team must address
1.20the following:
1.21(1) the extent to which evidence based practices are currently used in Minnesota;
1.22(2) fiscal barriers to further implementation of evidence based practices;
1.23(3) structural barriers to further implementation of evidence based practices;
1.24(4) statutory barriers to further implementation of evidence based practices;
1.25(5) potential solutions that address the identified barriers; and
1.26(6) any other factor that the committee deems necessary to fully assess the state
1.27of evidence based practices in Minnesota.
2.1    Subd. 3. Report to legislature. The policy team shall report its findings
2.2and recommendations to the chairs and ranking minority members of the house of
2.3representatives and senate committees and divisions with jurisdiction over criminal justice
2.4policy and funding by January 15, 2011.
2.5EFFECTIVE DATE.This section is effective July 1, 2009."
