1.3Page 57, after line 3, insert:

1.4    "Sec. 49. ADVISORY TASK FORCE.
1.5(a) An advisory task force on improving teacher quality and identifying institutional
1.6structures and strategies for effectively integrating secondary and postsecondary academic
1.7and career education is established to consider and recommend to the education policy and
1.8finance committees of the legislature proposals on how to:
1.9(1) foster classroom teachers' interest and ability to acquire a master's degree in the
1.10teachers' substantive fields of licensure; and
1.11(2) meet all elementary and secondary students' needs for adequate education
1.12planning and preparation and improve all students' ability to acquire the knowledge and
1.13skills needed for postsecondary academic and career education.
1.14(b) The commissioner of education, or the commissioner's designee, shall appoint
1.15an advisory task force that is composed of a representative from each of the following
1.16entities: Education Minnesota, the University of Minnesota, the Minnesota Department
1.17of Education, the Minnesota Board of Teaching, the Minnesota Private College Council,
1.18the Minnesota Office of Higher Education, the Minnesota Career College Association,
1.19the Minnesota Parent Teacher Association, the Minnesota Chamber of Commerce, the
1.20Minnesota Business Partnership, the Minnesota Department of Employment and Economic
1.21Development, the Minnesota Association of Career and Technical Administrators, the
1.22Minnesota Association of Career and Technical Educators, the Minnesota System of State
1.23Colleges and Universities, and other representatives of other entities recommended by
1.24task force members. Task force members' terms and other task force matters are subject
1.25to Minnesota Statutes, section 15.059. The commissioner of education may reimburse
1.26task force members from the Department of Education's current operating budget but may
1.27not compensate task force members for task force activities. By February 15, 2010, the
2.1task force must submit written recommendations to the education policy and finance
2.2committees of the legislature on improving teacher quality and identifying the institutional
2.3structures and strategies for effectively integrating secondary and postsecondary academic
2.4and career education, consistent with this section.
2.5(c) Upon request, the commissioner of education must provide the task force with
2.6technical, fiscal, and other support services.
2.7(d) The advisory task force expires February 16, 2010.
2.8EFFECTIVE DATE.This section is effective the day following final enactment."
