1.3Page 27, after line 36, insert:

1.4    "Sec. 11. Minnesota Statutes 2008, section 122A.07, subdivision 2, is amended to read:
1.5    Subd. 2. Eligibility; board composition. Except for the representatives of higher
1.6education and the public and a representative of licensed non-classroom professionals, to
1.7be eligible for appointment to the Board of Teaching a person must be a teacher currently
1.8teaching in a Minnesota school and fully licensed for the position held and have at
1.9least five years teaching experience in Minnesota, including the two years immediately
1.10preceding nomination and appointment. Each nominee, other than a public nominee, must
1.11be selected on the basis of professional experience and knowledge of teacher education,
1.12accreditation, and licensure. The board must be composed of:
1.13(1) six teachers who are currently teaching in a Minnesota school, at least four of
1.14whom must be teaching in a public school;
1.15(2) one higher education representative, who must be a faculty member preparing
1.16teachers;
1.17(3) one school administrator; and
1.18(4) one licensed non-classroom professional who may be a licensed school
1.19psychologist, licensed school counselor, licensed school social worker, licensed school
1.20nurse, licensed speech/language pathologist, or licensed career and technical education
1.21accommodation specialist for children with disabilities; and
1.22(5) three members of the public, two of whom must be present or former members
1.23of school boards.
1.24EFFECTIVE DATE.This section is effective the day following final enactment
1.25and applies to Board of Teaching appointments after that date."
1.26Renumber the sections in sequence and correct the internal references
1.27Amend the title accordingly
