1.5"(b) Districts receiving early childhood family education revenue under section
1.6124D.135 must annually submit a plan to the department for meeting the following
1.7performance requirements in order for the department to distribute the full amount of the
1.8final adjustment for the prior fiscal year for all aid entitlements under section 127A.45,
1.9subdivision 3, paragraph (c):
1.10(1) accessibility of programs focused on low-income parents of the most at-risk
1.11children. Thirty-seven percent of the final adjustment for the prior fiscal year for all aid
1.12entitlements must be based on meeting this performance requirement;
1.13(2) structured learning activities requiring interaction between children and their
1.14parents or other relatives. Thirty-seven percent of the final adjustment for the prior fiscal
1.15year for all aid entitlements must be based on meeting this performance requirement; and
1.16(3) kindergarten literacy and numeric proficiency. Twenty-six percent of the final
1.17adjustment for the prior fiscal year for all aid entitlements must be based on meeting this
1.18performance requirement.
1.19The department must create and distribute to all districts a numeric scoring system
1.20for each performance requirement. Districts must annually submit their plans to the
1.21department in the form and manner prescribed by the commissioner. The commissioner
1.22must provide technical assistance to any district not meeting the performance requirements
1.23to allow the district to qualify for the full adjustment for the prior fiscal year for all aid
1.24entitlements under section 127A.45, subdivision 3, paragraph (c).
1.25EFFECTIVE DATE.Paragraph (b) of this section is effective July 1, 2010."
