1.3Page 9, after line 20, insert:

1.4    "Sec. 10. Minnesota Statutes 2008, section 216B.241, is amended by adding a
1.5subdivision to read:
1.6    Subd. 2d. Renewable residential heating. Up to ten percent of a utility's
1.7conservation spending obligation under subdivision 1a or any amount expended in order
1.8to satisfy a utility's energy-savings goal under subdivision 1c may be used for a project
1.9located in this state that provides rebates to homeowners who install the following types of
1.10projects to heat the homeowner's primary residence:
1.11(1) a solar thermal project, as defined in section 216B.2411, subdivision 2, paragraph
1.12(e), except that no rebate may be awarded to a solar thermal project that heats water;
1.13(2) a geothermal project;
1.14(3) a heating unit that burns exclusively either biodiesel, shelled corn, or wood chips
1.15or wood pellets, provided that the heating unit is listed by Underwriters Laboratories.
1.16A rebate awarded under this subdivision must not exceed the lesser of 25 percent of the
1.17purchase and installation costs of the project or $500.
1.18EFFECTIVE DATE.This section is effective the day following final enactment."

1.20Amend the title accordingly
