1.4    "Sec. 17. EARLY GRADUATION INCENTIVES PROGRAM WORKING
1.5GROUP.
1.6    Subdivision 1. Commissioner of education to convene. The commissioner of
1.7education must convene a working group to study the effects of an early graduation
1.8incentives program for highly motivated high school junior and seniors on Minnesota's
1.9K-12 and Higher Education Systems.
1.10    Subd. 2. Membership. The working group's membership consists of the
1.11commissioner of education, two representatives chosen by the speaker of the house, two
1.12senators named by the Subcommittee on Committees of the senate Committee on Rules
1.13and Administration, one superintendent selected by the Minnesota Association of School
1.14Administrators, one person selected by the Minnesota School Boards Association, two
1.15high school teachers selected by Education Minnesota, one representative of higher
1.16education chosen by the University of Minnesota, one higher education representative
1.17chosen by the Minnesota State Colleges and Universities board, two persons selected by
1.18the Minnesota Private College Council, one person chosen by the Minnesota Council
1.19for the Gifted and Talented, and at least one representative of the business community
1.20selected by the Minnesota Chamber of Commerce.
1.21    Subd. 3. Duties. The working group must evaluate the benefits of an early
1.22graduation incentives program designed to engage highly motivated high school juniors
1.23and seniors. The working group must analyze the potential cost savings to the state and the
1.24impact on and the interplay with, the state's postsecondary enrollment options program.
1.25    Subd. 4. Compensation. The advisory group is not subject to Minnesota Statutes,
1.26section 15.059.
2.1    Subd. 5. Report. The advisory group must report its recommendations to the
2.2education policy and finance committees of the legislature by January 15, 2010.
2.3EFFECTIVE DATE.This section is effective the day following final enactment."

2.5Amend the title accordingly
