1.3Page 93, after line 14, insert:

1.4    "Sec. 46. Minnesota Statutes 2008, section 124D.42, subdivision 6, is amended to read:
1.5    Subd. 6. Program training. The commission must, within available resources:
1.6(1) orient each grantee organization in the nature, philosophy, and purpose of the
1.7program; and
1.8(2) build an ethic of community service through general community service training;
1.9and
1.10(3) provide additional training as it determines necessary, which may include
1.11training in evaluating early literacy skills and teaching reading to preschool children
1.12through the St. Croix River Education District under Laws 2001, First Special Session
1.13chapter 6, article 2, section 70, to assist local Head Start organizations in establishing and
1.14evaluating Head Start programs for developing children's early literacy skills.
1.15EFFECTIVE DATE.This section is effective the day following final enactment.

1.16    Sec. 47. Minnesota Statutes 2008, section 124D.42, is amended by adding a
1.17subdivision to read:
1.18    Subd. 6a. Minnesota reading corps program. (a) A Minnesota reading corps
1.19program is established to provide Americorps members with a data-based problem-solving
1.20model of literacy instruction to use in helping to train local Head Start program providers,
1.21other prekindergarten program providers, and staff in schools with students in kindergarten
1.22through grade 3 to evaluate and teach early literacy skills to children age 3 to grade 3.
1.23(b) Literacy programs under this subdivision must comply with the provisions
1.24governing literacy program goals and data use under section 119A.50, subdivision 3,
1.25paragraph (b)."
