1.4    "Sec. 12. [116J.438] MINNESOTA GREEN ENTERPRISE ASSISTANCE.
1.5(a) The commissioner of employment and economic development shall lead a
1.6multiagency project to advise, promote, market, and coordinate state agency collaboration
1.7on green enterprise and green economy projects, as defined in section 116J.437. The
1.8project must involve collaboration with state agencies, local governments, and the
1.9business and agricultural communities. The objective of the project is to utilize existing
1.10state resources to expedite the delivery of grants, licenses, permits, and other state
1.11authorizations and approvals for green economy projects. The commissioner shall appoint
1.12a lead person to coordinate green enterprise assistance activities.
1.13(b) As part of the project, the commissioners of employment and economic
1.14development, the Pollution Control Agency, natural resources, agriculture, transportation,
1.15and commerce shall each assign sufficient employees to the project to carry out its purpose.
1.16(c) The commissioner of employment and economic development shall seek out and
1.17may appoint persons from the business community to represent the state at trade shows or
1.18missions, as well as assisting the commissioner in project activities.
1.19(d) The commissioner may accept gifts, contributions, and in-kind services for the
1.20purposes of this section, under the authority provided in section 116J.035, subdivision
1.211. Any funds received must be placed in a special revenue account for the purposes of
1.22this section.
1.23EFFECTIVE DATE.This section is effective the day following final enactment."

1.25    "Sec. 38. APPROPRIATION; GREEN ENTERPRISE ASSISTANCE.
1.26The remaining balance of the fiscal year 2009 appropriation for the Green Jobs Task
1.27Force under Laws 2008, chapter 363, article 6, section 3, subdivision 4, is transferred
2.1and appropriated to the commissioner of employment and economic development for
2.2the purposes of green enterprise assistance under Minnesota Statutes, section 116J.438.
2.3This appropriation is available until spent."
