2.19Service Authority Advisory Committee, to those human service authorities meeting the
2.20requirements of this act.
2.21EFFECTIVE DATE.This section is effective the day following final enactment."

2.23    "Sec. 5. [402A.40] STATE HUMAN SERVICE AUTHORITY ADVISORY
2.24COMMITTEE.
2.25    Subdivision 1. Establishment. A State Human Service Authority Advisory
2.26Committee is established to advise, consult with, and make recommendations to the
2.27commissioner of human services on the development, maintenance, funding, and
2.28evaluation of human services. Each certified human service authority may appoint a
2.29member to serve on the committee. The committee must meet at least semiannually, and
2.30special meetings may be called by the committee chair or a majority of the members.
2.31Notwithstanding section 15.059, the State Human Service Authority Advisory Committee
2.32does not expire.
2.33    Subd. 2. Performance standards. By June 1, 2011, the commissioner of human
2.34services, in consultation with the State Human Service Authority Advisory Committee,
2.35shall identify state and federal performance standards for the human service authorities
2.36for purposes of this chapter. The commissioner shall submit a report to the legislature on
3.1the statewide performance standards and recommendations on future areas of focus for
3.2improved human service administration and delivery.
3.3EFFECTIVE DATE.This section is effective the day following final enactment."
