1.2Delete everything after the enacting clause and insert:

1.3    "Section 1. [299C.563] LIFESAVER PROGRAM.
1.4    Subdivision 1. Program assistance. The commissioner of public safety shall
1.5assist local law enforcement agencies with the development and implementation of
1.6lifesaver rapid response programs designed to quickly find individuals with medical
1.7conditions that cause wandering and result in many of these individuals becoming lost
1.8and missing. The search and rescue program must electronically track a lost or missing
1.9vulnerable senior citizen or an individual who is mentally impaired due to autism, Down
1.10Syndrome, Alzheimer's disease, or other mental impairment that causes wandering. The
1.11lifesaver program participant wears a small transmitter on the wrist to allow the local
1.12law enforcement agency to electronically locate the participant, if necessary, using a
1.13radio receiver. The commissioner shall promote the lifesaver program throughout the
1.14state and serve as liaison to lifesaver programs developed and implemented by local
1.15law enforcement agencies.
1.16    Subd. 2. Lifesaver advisory task force. (a) The commissioner of public safety
1.17shall convene a voluntary lifesaver advisory task force to facilitate the development
1.18and implementation of lifesaver programs by local law enforcement agencies. The
1.19commissioner shall appoint at least five persons from various geographic areas of the state
1.20to the voluntary task force. The task force must be composed of at least one member
1.21experienced in an area of mental impairment, one member experienced in the area of law
1.22enforcement, and one member experienced in the development of a lifesaver or similar
1.23program. Members serve without compensation at the pleasure of the commissioner.
1.24(b) The voluntary task force expires June 30, 2013.
1.25    Subd. 3. Report to legislature. The commissioner shall report to the house of
1.26representatives and senate committees having jurisdiction over public safety by January
2.115, 2012, on the effectiveness of lifesaver programs developed and implemented by local
2.2law enforcement agencies."
2.3Delete the title and insert:
2.4"A bill for an act
2.5relating to public safety; establishing a program to assist local law enforcement
2.6agencies to develop or expand lifesaver programs that locate lost or wandering
2.7persons who are mentally impaired; authorizing a voluntary advisory task force;
