1.3Page 21, after line 20, insert:

1.4    "Sec. 2. [256.0122] HEALTH AND HUMAN SERVICES FINANCE BOARD.
1.5    Subdivision 1. Establishment. The governor, by August 1, 2008, shall appoint a
1.630-member health and human services finance board. The board shall consist of ten
1.7members representing state agencies administering health and human services programs,
1.8ten members representing nonprofit organizations and agencies, and ten members
1.9representing counties. The commissioners of human services and health shall provide
1.10staffing, administrative support, and office space for the board. The board is governed
1.11by section 15.0575.
1.12    Subd. 2. Duties. The board shall manage the growth in spending for health
1.13and human services programs receiving general fund appropriations, and shall ensure
1.14that aggregate spending for those programs remains within the targets specified in this
1.15section, by:
1.16    (1) increasing the efficiency of service delivery;
1.17    (2) increasing cooperation between state agencies, counties, and nonprofit
1.18organizations;
1.19    (3) innovate methods of delivering services; and
1.20    (4) if necessary, reducing spending and eligibility for health and human services
1.21programs.
1.22    Subd. 3. Administering spending targets. During each fiscal year, the board
1.23shall manage spending on health and human services programs receiving general fund
1.24appropriations to ensure that the annual aggregate spending growth for these programs
1.25for the next fiscal year does not exceed spending for the previous fiscal year plus a three
1.26percent annual growth rate. The annual spending growth for specific programs may differ
1.27from this aggregate spending target.
2.1    Subd. 4. Authority; rulemaking. Actions taken by the board that are supported by
2.2at least 75 percent of board members have the force of law and shall be implemented by
2.3the appropriate state agencies. The board shall regularly report actions taken to implement
2.4this section to the chairs and ranking minority members of the legislative committee with
2.5jurisdiction over health and human services policy and finance. The board may adopt rules
2.6necessary under chapter 14 to implement this subdivision, and may adopt exempt rules
2.7under section 14.386, except that the rules adopted shall not expire."
2.8Renumber the sections in sequence and correct the internal references
2.9Amend the title accordingly
