4.9    Sec. 6. Minnesota Statutes 2006, section 171.29, subdivision 1, is amended to read:
4.10    Subdivision 1. Examination required. No person whose driver's license has been
4.11revoked by reason of conviction, plea of guilty, or forfeiture of bail not vacated, under
4.12section 169.791, 169.797, or 171.17, or 171.172, or revoked under section 169.792
4.13or 169A.52 shall be issued another license unless and until that person shall have
4.14successfully passed an examination as required by the commissioner of public safety.
4.15This subdivision does not apply to an applicant for early reinstatement under section
4.16169.792, subdivision 7a .

4.17    Sec. 7. Laws 2008, chapter 152, article 1, section 6, subdivision 2, is amended to read:
4.18    Subd. 2. Appropriation; study. $325,000 $300,000 is appropriated from the
4.19general fund to the Board of Regents of the University of Minnesota for the Center for
4.20Transportation Studies to complete a study to assess the public policy implications of
4.21financing new and improved transportation infrastructure in Minnesota through capturing
4.22the value of the benefits created, to prepare a report on its findings, and to conduct a
4.23series of workshops. This is a onetime appropriation and is available in fiscal years 2008
4.24and 2009.
4.25EFFECTIVE DATE.This section is effective the day following final enactment.

4.26    Sec. 8. REPEALER.
4.27Minnesota Statutes 2006, section 168.123, subdivision 2a, is repealed."
