1.2Delete everything after the enacting clause and insert:

1.3    "Section 1. Minnesota Statutes 2006, section 122A.14, is amended by adding a
1.4subdivision to read:
1.5    Subd. 2a. Gifted and talented preparation. A university approved by the board to
1.6prepare candidates for administrative licensure must provide candidates, as part of the
1.7traditional and alternative preparation programs, the opportunity to acquire competency in
1.8administering gifted and talented services.
1.9EFFECTIVE DATE.This section is effective the day following final enactment
1.10and applies to candidates who enroll in either a traditional or an alternative preparation
1.11administrator licensure program after August 15, 2009.

1.12    Sec. 2. Minnesota Statutes 2006, section 122A.14, is amended by adding a subdivision
1.13to read:
1.14    Subd. 2c. Gifted and talented preparation; board review. (a) The board must
1.15periodically review and approve traditional and alternative preparation sequences for
1.16school administrators and the sequence of competencies in administering gifted and
1.17talented student programs and services.
1.18    (b) The board also may advise a university on developing and implementing
1.19continuing education programs focused on building competencies for administering gifted
1.20and talented programs and other gifted services.
1.21EFFECTIVE DATE.This section is effective the day following final enactment.

1.22    Sec. 3. Minnesota Statutes 2006, section 122A.18, is amended by adding a subdivision
1.23to read:
1.24    Subd. 10. Gifted and talented preparation; board review. (a) A college or
1.25university with a teacher preparation program approved by the board must provide teacher
2.1candidates with the opportunity to acquire competency in recognizing gifted students and
2.2in providing classroom instruction to gifted and talented students.
2.3    (b) The board must periodically review and approve traditional and alternative
2.4sequences for teacher candidates in recognizing gifted students and in providing classroom
2.5instruction to gifted and talented students.
2.6EFFECTIVE DATE.This section is effective the day following final enactment
2.7and applies to teacher candidates who enroll in either a traditional or an alternative
2.8preparation teacher licensure program after September 1, 2009.

2.9    Sec. 4. Minnesota Statutes 2006, section 122A.75, subdivision 1, is amended to read:
2.10    Subdivision 1. Services. An Administrators Academy is established. The academy
2.11shall provide at least the following services:
2.12    (1) an administrator assessment that results in an individual professional
2.13development plan;
2.14    (2) research and development assistance that provides current research and data
2.15of interest to administrators; and
2.16    (3) brokerage assistance to provide services and resources to help administrators
2.17with needs identified in their individual professional development plan; and
2.18    (4) the opportunity for administrators to acquire competency in administering gifted
2.19and talented services, consistent with section 122A.14, subdivision 2c.
2.20EFFECTIVE DATE.This section is effective the day following final enactment
2.21and applies to administrators participating in an administrators academy program after
2.22August 1, 2009."
