1.2Delete everything after the enacting clause and insert:

1.3    "Section 1. MINNESOTA STATE COLLEGES AND UNIVERSITIES;
1.4COMMON COURSE NUMBERING.
1.5    The Board of Trustees of the Minnesota State Colleges and Universities must
1.6develop and implement a common course numbering system based on common course
1.7learning outcomes for core curriculum at the freshman and sophomore levels. Core
1.8curriculum is defined as any course designed to meet the requirements of the Minnesota
1.9transfer curriculum and the general education courses developed for the associate of arts
1.10transfer degree. For all remaining programs, the institution awarding the degree must
1.11consider including core curriculum within the general education courses. Upon review
1.12and documentation, core curriculum courses that do not satisfy the standards of a program
1.13or field of study must not be required courses. The purpose of the common course system
1.14is to facilitate the transfer of academic coursework between colleges and universities and
1.15to help students better plan their studies and evaluate transfer options. The board must
1.16report to the committees of the legislature responsible for higher education finance on the
1.17common course system by February 1, 2009, including a plan to implement the system."
