1.1    .................... moves to amend H. F. No. 3558 as follows:
1.2Delete everything after the enacting clause and insert:

1.3    "Section 1. U.S. OPEN SPECIAL TEMPORARY PERMITS.
1.4    Subdivision 1. Definitions. (a) "Committee" means the 2008 U.S. Women's Open
1.5Committee.
1.6    (b) "Commissioner" means the commissioner of public safety.
1.7    Subd. 2. Issuance and design. Notwithstanding Minnesota Statutes, section
1.8168.1293, upon the request of the committee, the commissioner shall issue to the
1.9committee a minimum of 250 special temporary permits for use in connection with
1.10the 2008 United States Golf Association Women's Open Championship. The special
1.11temporary permits must be of a design approved by the commissioner after consultation
1.12with the committee. The permits may be displayed only on a passenger vehicle, the use
1.13of which has been donated for the open championship by the vehicle manufacturer. The
1.14permits are valid from the date of issuance until July 4, 2008.
1.15    Subd. 3. Fees. The commissioner shall collect a fee of $10 for each pair of special
1.16temporary permits issued under this section.
1.17    Subd. 4. Application. In requesting special temporary permits under this section,
1.18the committee shall provide the following information to the commissioner at least 60
1.19days before the start of the period for which the permits are requested:
1.20    (1) the dates of the period for which the permits are requested;
1.21    (2) the name, address, and telephone number of an authorized representative of
1.22the committee;
1.23    (3) the quantity of permits requested; and
1.24    (4) a certification that the insurance required under Minnesota Statutes, section
1.2565B.49, subdivision 3, will be provided for each vehicle for which special temporary
1.26permits are provided under this section.
2.1    Subd. 5. Liability. If a parking violation citation is issued for a violation committed
2.2by a driver of a vehicle displaying special temporary permits issued under this section,
2.3the committee is liable for the amount of fine, penalty assessment, late payment penalty,
2.4or cost of warrants issued in connection with the violation unless, within 15 days after
2.5receiving knowledge of the violation, the committee provides to the issuing authority the
2.6following information to the extent available: the driver's full name; home address; local
2.7address, if any; license number; and employer's name and address. If the committee
2.8is relieved of liability under this subdivision, the person who committed the violation
2.9remains liable for the violation.
2.10EFFECTIVE DATE.This section is effective the day following final enactment."
