Sec. 4. EMPLOYMENT AND ECONOMIC
DEVELOPMENT.

4.17of Richfield to design and construct the All
4.18Veterans Memorial in Veterans Memorial
4.19Park. The All Veterans Memorial will
4.20acknowledge the six branches of military
4.21service at the first American flag raising of
4.22the battle of Iwo Jima, and will feature a
4.23bronze bust of Charles "Chuck" W. Lindberg,
4.24who helped raise the first flag on February
4.2523, 1945, and was the last flag raiser of both
4.26Iwo Jima flag raisings to pass away. It is
4.27anticipated that the total cost of the project
4.28is $711,500, with the city and nonprofit
4.29organizations contributing $511,500. This
4.30appropriation is not available until the
4.31commissioner of finance has determined that
4.32at least an equal amount has been committed
4.33from nonstate sources.

4.34    Sec. 5. BOND SALE AUTHORIZATION.
5.1    To provide the money appropriated in this act from the bond proceeds fund, the
5.2commissioner of finance shall sell and issue bonds of the state in an amount up to
5.3$93,225,000 in the manner, upon the terms, and with the effect prescribed by Minnesota
5.4Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution, article XI,
5.5sections 4 to 7.

5.6    Sec. 6. EFFECTIVE DATE.
5.7    Except as otherwise provided, this act is effective the day following final enactment."
