1.1    .................... moves to amend H. F. No. 2783 as follows:
1.2Delete everything after the enacting clause and insert:

1.3    "Section 1. [127A.70] MINNESOTA P-20 EDUCATION PARTNERSHIP.
1.4    Subdivision 1. Establishment; membership. (a) A P-20 education partnership
1.5is established to create a seamless education system that maximizes achievements of
1.6all students, from early childhood through elementary, secondary, and postsecondary
1.7education, while promoting the effective and efficient use of financial and human
1.8resources. The partnership shall consist of major statewide educational groups or
1.9constituencies or noneducational statewide organizations with a stated interest in P-20
1.10education. Upon enactment of this legislation, the partnership members shall be those
1.11currently serving on the Minnesota P-16 Education Partnership plus four legislators as
1.12follows:
1.13    (1) one senator from the majority party and one senator from the minority party,
1.14appointed by the Subcommittee on Committees of the Committee on Rules and
1.15Administration; and
1.16    (2) one member of the house of representatives appointed by the speaker of the
1.17house and one member of the house of representatives appointed by the minority leader
1.18of the house.
1.19    Prospective members may be nominated by any partnership member and new
1.20members must be added with the approval of a two-thirds majority of the partnership
1.21members.
1.22    The partnership must seek input from nonmember organizations having expertise to
1.23help inform the partnership's work.
1.24    (b) Each partnership member must be represented by its formally designated leader
1.25or the leader's designee. The partnership must meet at least three times each calendar year.
1.26    Subd. 2. Powers and duties; report. (a) The partnership must develop and submit
1.27to the governor and the legislative committees with jurisdiction over education policy and
2.1finance recommendations for maximizing the achievement of all P-20 students while
2.2promoting the effective and efficient use of state resources, and maximizing the value of
2.3the state's educational investment. Partnership recommendations must at least include a
2.4focus on strategies, policies, and actions that:
2.5    (1) improve the quality of and access to education for all students from preschool
2.6through graduate education;
2.7    (2) improve preparation for and transitions to postsecondary education and work; and
2.8    (3) ensure educator quality by creating rigorous standards for teacher recruitment,
2.9teacher preparation, induction and mentoring of beginning teachers, and continuous
2.10professional development for career teachers.
2.11    (b) Annually, by January 15, the partnership must submit a report to the governor
2.12and the legislative committees with jurisdiction over education policy and finance
2.13summarizing the partnership's progress in meeting its goals and recommending any
2.14legislation needed to further partnership goals related to maximizing student achievement
2.15and promoting effective and efficient use of resources.
2.16    Subd. 3. Expiration. The partnership expires on June 30, 2019.
2.17EFFECTIVE DATE.This section is effective the day following final enactment."
