1.1    .................... moves to amend H. F. No. 2372 as follows:
1.2Delete everything after the enacting clause and insert:

1.3    "Section 1. Minnesota Statutes 2007 Supplement, section 168.017, subdivision 3,
1.4is amended to read:
1.5    Subd. 3. Exceptions. (a) The registrar shall register all vehicles subject to
1.6registration under the monthly series system for a period of 12 consecutive calendar
1.7months, unless:
1.8    (1) the application is an original rather than renewal application; or
1.9    (2) the application is for quarterly registration under section 168.018; or
1.10    (2) (3) the applicant is a licensed motor vehicle lessor under section 168.27 and the
1.11vehicle is leased or rented for periods of time of not more than 28 days , in which case
1.12the applicant may apply for initial or renewed registration of a vehicle for a period of
1.13four or more months, with the month of expiration to be designated by the applicant at
1.14the time of registration.
1.15    However, (b) To qualify for this the exemption under paragraph (a), clause (3), the
1.16applicant must (1) present the application to the registrar at St. Paul, or a designated
1.17deputy registrar office, and (2) stamp in red, on the certificate of title, the phrase "The
1.18expiration month of this vehicle is ....." with the blank filled in with the month of expiration
1.19as if the vehicle is being registered for a period of 12 calendar months.
1.20    (b) (c) In any instance except that of a licensed motor vehicle lessor, the registrar
1.21shall not approve registering the vehicle subject to the application for a period of less
1.22than three months, except when the registrar determines that to do otherwise will help to
1.23equalize the registration and renewal work load of the department.

1.24    Sec. 2. Minnesota Statutes 2006, section 168.018, is amended to read:
1.25168.018 QUARTERLY REGISTRATION OF FARM TRUCKS.
2.1    (a) The owner of any of the following vehicles may elect to register and license the
2.2vehicle only for one or more quarters of a registration year:
2.3    (1) any farm truck as defined in section 168.011, subdivision 17, or;
2.4    (2) a truck owned by a retailer who is engaged in the intrastate transportation of
2.5fertilizer or agricultural chemicals directly to a farm for on-farm use within a radius of 50
2.6miles of the retailer's business location, may elect to register and license the truck only for
2.7one or more quarters of a registration year, at a;
2.8    (3) a trailer registered at a gross vehicle weight of greater than 15,000 pounds; or
2.9    (4) a truck-tractor.
2.10    (b) The rate of tax of is one-fourth of the annual tax on the vehicle plus $5 for each
2.11quarterly registration. The owner may not apply for quarterly registration or renewal
2.12until seven days before the selected quarter or concurrent quarters. The expiration date
2.13of a registration shall be displayed on the license plate in such a manner as the registrar
2.14shall direct. No truck vehicle registered on a quarterly basis shall be operated on the
2.15public streets and highways more than ten days beyond the end of the quarter for which
2.16it is registered unless the registration has been renewed for another quarter or for the
2.17remainder of the registration year.
2.18    (b) (c) For purposes of this section registration quarters shall begin on March 1,
2.19June 1, September 1, and December 1."
2.20Amend the title accordingly
