1.2Delete everything after the enacting clause and insert:

1.3    "Section 1. Minnesota Statutes 2006, section 169.01, is amended by adding a
1.4subdivision to read:
1.5    Subd. 92. Valid license; valid driver's license. "Valid license," "valid driver's
1.6license," "valid Minnesota driver's license," "valid standard driver's license," or other
1.7similar term, has the meaning given in section 171.01, subdivision 49a.

1.8    Sec. 2. Minnesota Statutes 2006, section 171.01, is amended by adding a subdivision
1.9to read:
1.10    Subd. 49a. Valid license; valid driver's license. "Valid license," "valid driver's
1.11license," "valid Minnesota driver's license," "valid standard driver's license," or other
1.12similar term, means any operator's license, provisional license, temporary license, limited
1.13license, permit, or other license to operate a motor vehicle issued or issuable under the
1.14laws of this state by the commissioner, or by another state or jurisdiction if specified,
1.15that is (1) not expired, suspended, revoked, or canceled, and (2) not disqualified for the
1.16class of vehicle being operated.

1.17    Sec. 3. Minnesota Statutes 2006, section 171.02, subdivision 1, is amended to read:
1.18    Subdivision 1. License required; duplicate identification restricted. (a) Except
1.19when expressly exempted, a person shall not drive a motor vehicle upon a street or
1.20highway in this state unless the person has a license valid license under this chapter for
1.21the type or class of vehicle being driven.
1.22    (b) The department shall not issue a driver's license to a person unless and until the
1.23person's license from any jurisdiction has been invalidated. The department shall provide
1.24to the issuing department of any jurisdiction, information that the licensee is now licensed
1.25in Minnesota. A person is not permitted to have more than one valid driver's license
1.26at any time. The department shall not issue to a person to whom a current Minnesota
2.1identification card has been issued a driver's license, other than a limited license, unless
2.2the person's Minnesota identification card has been invalidated. This subdivision does
2.3not require invalidation of a tribal identification card as a condition of receiving a driver's
2.4license."
2.5Delete the title and insert:
2.6"A bill for an act
2.7relating to drivers' licenses; creating a definition of valid license or valid driver's
2.8license;amending Minnesota Statutes 2006, sections 169.01, by adding a
2.9subdivision; 171.01, by adding a subdivision; 171.02, subdivision 1."
