2.5private sector funding. Cash match is defined

3.6be used for administration. The budget base
3.7for the film jobs production program shall be
3.8$500,000 in fiscal year 2010 and $500,000 in
3.9fiscal year 2011.
3.10(f) $150,000 in the first year is for a onetime
3.11grant to St. Louis County to be used for
3.12feasibility studies and planning activities
3.13concerning additional uses for the St. Louis
3.14County Heritage and Arts Center at the
3.15Duluth depot. The studies and planning
3.16activities must include:
3.17(1) examining the costs and benefits of
3.18relocating the Northeast Minnesota Office of
3.19Tourism to the Duluth depot;
3.20(2) establishing a heritage tourism center at
3.21the Duluth depot;
3.22(3) developing a multimodal operational plan
3.23integrating railroad and bus service; and
3.24(4) identifying additional services and
3.25activities that would contribute toward
3.26returning the Duluth depot to being a
3.27working railroad station and cultural gateway
3.28to Duluth and St. Louis County.

4.8(a) Of this amount, $1,700,000 the first year
4.9is a onetime appropriation for the Minnesota
4.10Sesquicentennial Commission. Of this
4.11appropriation, $750,000 is for competitive
4.12matching grants for local events and projects;
4.13$750,000 is for planning and support of
4.14statewide activities, and up to $200,000 may
4.15be used for administration.
4.16(b) The Minnesota Historical Society, the
4.17State Arts Board, and Explore Minnesota
4.18Tourism may assist the commission in
4.19designing and implementing the grants
4.20program.
4.21(c) The commission shall encourage private
4.22contributions to match the state funds to
4.23the greatest extent possible. Contributions

5.1$500,000 in the first year is for a grant-in-aid
5.2program for county and local historical
5.3societies for the repair, restoration, and
5.4preservation of historic sites and buildings
5.5in Minnesota. The Minnesota Historical

5.10(d) $60,000 each year is to offset the revenue
5.11loss from not charging fees for general tours

8.20    Sec. 7. Minnesota Statutes 2006, section 190.096, is amended to read:
8.21190.096 BATTLE FLAGS; REPAIR.
8.22    Subdivision 1. Authority to repair. Notwithstanding the provisions of Minnesota
8.23Statutes 1961, chapters 16 and 43, the adjutant general or the Minnesota Historical
8.24Society may contract for the repair, restoration, and preservation of regimental battle flags,
8.25standards, and guidons with persons or corporations skilled in such repair, restoration, and
8.26preservation, upon terms or conditions the adjutant general or the Minnesota Historical
8.27Society deems proper, subject to the approval of the commissioner of administration.
8.28    Subd. 2. Surrender. Notwithstanding the provisions of this section or section
8.29190.09 , the adjutant general or the Minnesota Historical Society may, for the purposes
8.30of this section, surrender the immediate custody and control of regimental battle flags,
8.31standards, and guidons under conditions and safeguards the adjutant general or the
8.32Minnesota Historical Society deems necessary and proper, for such time as is reasonably
8.33necessary for their restoration, after which they shall at once be again properly stored
8.34or displayed. The adjutant general or the Minnesota Historical Society shall provide
9.1adequate storage and display space for flags, standards, and guidons which have been
9.2repaired and restored.
9.3    Subd. 3. Battle flags; care and control. (a) The flags and colors carried by
9.4Minnesota troops in the Civil War, Indian Wars, and the Spanish-American War shall be
9.5preserved under the care and control of the Minnesota Historical Society. They shall be
9.6suitably encased and marked, and, so far as the historical society may deem it consistent
9.7with the safety of the flags and colors, they shall be publicly displayed in the capitol.
9.8    (b) The flags and colors carried by Minnesota troops in subsequent wars shall be
9.9preserved under the care and control of the adjutant general. They shall be suitably
9.10encased and marked, and, so far as the adjutant general may deem it consistent with the
9.11safety of the flags and colors, shall be publicly displayed."
