1.2Delete everything after the enacting clause and insert:

1.3    "Section 1. [16C.141] EMPLOYEE SUGGESTIONS; ENERGY SAVINGS
1.4INCENTIVE PROGRAM.
1.5    Subdivision 1. Creation of program. The commissioner of administration must
1.6implement a program using best practices and develop policies under which state
1.7employees may receive cash awards for making suggestions that result in documented
1.8cost savings to state agencies from reduced energy usage in state-owned buildings.
1.9The cash awards must be an amount equal to half the amount saved by agencies in the
1.10following fiscal year as a result of the employee suggestion, up to $1,000 per suggestion.
1.11The program must include methods for documenting submission of suggestions and for
1.12documenting savings achieved as a result of these suggestions.
1.13    Subd. 2. Funding. To the extent necessary to fund the program under this section,
1.14the commissioner of administration, with approval of the commissioner of finance, may
1.15transfer a portion of the documented cost savings resulting from a suggestion under this
1.16section from the general services revolving fund to an energy savings reward account.
1.17Money in the energy savings reward account is appropriated to the commissioner for
1.18purposes of making cash rewards and paying the commissioner's incentive program
1.19developments costs and administrative expenses under this section.
1.20    Subd. 3. Report to legislature. The commissioner of administration shall report
1.21to the chairs of the senate and house committees with jurisdiction over energy policy
1.22by January 1, 2008, on the development of the incentive, and by January 15 each year
1.23thereafter on the implementation of this section.
1.24    Subd. 4. MnSCU. This section does not apply to the Minnesota State Colleges and
1.25Universities, except to the extent the Board of Trustees of the Minnesota State Colleges
1.26and Universities provides that the section does apply.
2.1    Subd. 5. Repeal. This section is repealed July 1, 2009."
