1.4    "Sec. 29. Laws 1999, chapter 231, section 99, subdivision 4, is amended to read:
1.5    Subd. 4. Management plan. The commissioner of natural resources and the
1.6local area advisory committee shall cooperatively develop a separate comprehensive
1.7management plan for the land added to the Iron Range off-highway vehicle recreation area
1.8under subdivision 1. The management plan shall provide for:
1.9    (1) multiple use recreation for off-highway vehicles;
1.10    (2) protection of natural resources;
1.11    (3) limited timber management;
1.12    (4) mineral exploration and mining management;
1.13    (5) land acquisition needs;
1.14    (6) road and facility development; and
1.15    (7) trail and road connections between the land added under subdivision 1 and the
1.16land added by Laws 1996, chapter 407, section 32, subdivision 6; and
1.17    (8) a trail, primarily for off-road vehicles, connecting lands in clause (7) and the city
1.18of Eveleth, following the Mesabi Mountain proposed trail alignment to the extent possible.
1.19The grant for the trail shall be issued no later than July 1, 2008.
1.20    The completed management plan, together with the management plan completed
1.21under Laws 1996, chapter 407, section 32, subdivision 5, shall serve as the master plan
1.22for the Iron Range off-highway vehicle recreation area under Minnesota Statutes, section
1.2386A.09 .
1.24EFFECTIVE DATE.This section is effective the day following final enactment.

1.25    Sec. 30. APPROPRIATION.
2.1    $1,000,000 is appropriated in fiscal year 2009 from the natural resource fund to
2.2the commissioner of natural resources for the development of the Virginia site and
2.3connecting trails for the Iron Range Off-Highway Vehicle Recreation Area. Of this
2.4amount, $400,000 is from the all-terrain vehicle account, $75,000 is from the off-highway
2.5motorcycle account, $125,000 is from the off-road vehicle account, $100,000 is from the
2.6snowmobile trails and enforcement account, and $300,000 is from federal money allocated
2.7for motorized recreation. This is a onetime appropriation. The appropriation is available
2.8until expended for the design and development of an underpass for off-highway vehicles
2.9on Highway 135 in the city of Gilbert. None of these funds may be expended until all
2.10property within the Virginia site has been acquired."

2.12Amend the title accordingly
