1.3    "Sec. 6. [154.465] HAIR BRAIDING.
1.4    Subdivision 1. Registration. Any person engaged in hair braiding solely for
1.5compensation as a profession, except persons licensed as cosmetologists, shall register
1.6with the Minnesota Board of Barber and Cosmetology Examiners in a form determined
1.7by the board.
1.8    Subd. 2. Definition. "Hair braiding" means a natural form of hair manipulation that
1.9results in tension on hair strands by beading, braiding, cornrowing, extending, lacing,
1.10locking, sewing, twisting, weaving, or wrapping human hair, natural fibers, synthetic
1.11fibers, and hair extensions into a variety of shapes, patterns, and textures predominantly by
1.12hand and by only using simple braiding devices, and maintenance thereof. Hair braiding
1.13includes what is commonly known as "African-style hair braiding" or "natural hair care"
1.14but is not limited to any particular cultural, ethnic, racial, or religious forms of hair styles.
1.15Hair braiding includes the making of customized wigs from natural hair, natural fibers,
1.16synthetic fibers, and hair extensions. Hair braiding includes the use of topical agents such
1.17as conditioners, gels, moisturizers, oils, pomades, and shampoos. Hair braiding does not
1.18involve the use of penetrating chemical hair treatments, chemical hair coloring agents,
1.19chemical hair straightening agents, chemical hair joining agents, permanent wave styles,
1.20or chemical hair bleaching agents applied to growing human hair. For purposes of this
1.21section, "simple hair braiding devices" means clips, combs, curlers, curling irons, hairpins,
1.22rollers, scissors, needles, thread, and hair binders including adhesives, if necessary, that
1.23are required solely for hair braiding.
1.24    Subd. 3. Requirements. In order to qualify for initial registration, any person
1.25engaged in hair braiding solely for compensation as a profession shall satisfactorily
1.26complete instruction at either an accredited school or by an individual, except persons
2.1licensed as cosmetologists approved by the board. Instruction includes coursework
2.2covering the topics of health, safety, sanitation, and state laws related to cosmetology not
2.3to exceed 30 hours. The coursework is encouraged to be provided in a foreign language
2.4format and such availability shall be reported to and posted by the Minnesota Board
2.5of Barber and Cosmetology Examiners.
2.6    Subd. 4. Curriculum. An accredited school or an individual approved by the board
2.7desiring to provide the coursework required under subdivision 3 shall have curriculum in
2.8place by January 1, 2008.
2.9EFFECTIVE DATE.This section is effective July 1, 2008, except subdivision 4 is
2.10effective the day following final enactment."

2.13accredited schools;"
2.14Correct the title numbers accordingly
